Design and construction works for the Glasgow Airport Investment Area (GAIA) Project.
The contract is for the main design and construction works of the Glasgow Airport Investment Area project.
Glasgow Airport Investment Area in Paisley, Renfrew and Inchinnan.
The procurement is for the design and construction of the main infrastructure works related to the Glasgow Airport Investment Area (GAIA) Project. The GAIA project will deliver infrastructure and environmental improvements with the objective of facilitating the creation of a world class business and commercial location around the airport and existing manufacturing centres in the heart of Renfrewshire.
The main infrastructure works to be included on the contract are as follows:
— Realignment of Abbotsinch Road,
— Wright Street Link (A new bridge spanning the White Cart -River from Wright Street to an approach road of Arran Avenue),
— Cycle Lane Connections (improved connections to existing cycleways anf corepaths),
— New and improved junctions,
— Inchinnan Cycleway (new off road cycle way connecting proposed realigned Abbotsinch Road to Inchinnan Business Park including a new cycleway/ pedestrian bridge spanning the Black Cart Water).
Elements of the works which may be subject to negotiation are detailed in the document titled ‘GAIA ITP Information and Instructions for Candidates’ attached to the PCS-tender system.
The Council is using the competitive procedure with negotiation to procure a Design and Construct Contract with one Contractor in the form of an NEC4 Engineering and Construction Contract Option A priced contract with activity schedule.

Section III: Legal, economic, financial and technical information
If required by the member state, the Candidate must be registered or enrolled in the relevant professional or trade register kept in the Member State of its establishment (as described in Schedule 5 of Public Contracts (Scotland) Regulations 2015.

The Council reserves the right to utilise the negotiated procedure without prior publication to award further contracts for new works or the repetition of similar works to the successful Candidate related to the project.
In addition to the general system guidance and instructions within the ITP, the Council will provide a E-Tender System information session for Candidates on utilising the E-Tender System to complete and submit a RTP. This session will only provide guidance on the use of the system. It will not provide a forum for questions relating to the content of the ITP, questions on the content of the ITP must be submitted via the message area functionality. The E-Tender System information system will be held at Renfrewshire Council's offices on or around 14.9.2017. Candidates wishing to attend must submit a request to confirm attendance to email@example.com to be allocated to an available time slot.
