II.1.5)Short description of the contract or purchase(s)
The services will be carried out in the framework of nuclear installations located in the JRC-Ispra site (areas, buildings, plants, facilities and laboratories, 60 buildings in total) pertaining to the Nuclear Decommissioning and Facilities Management Unit (NDFMU). They will concern all the current tasks associated with industrial drafting and will cover NDFMU activities such as: maintenance, modification, improvement, refurbishment, new constructions, new equipment, new installations, new buildings, etc. The services will comprise the execution of all types of industrial drawings: preliminary, construction, as built, etc. As an indication, the industrial drawings may include general layouts, overall views, detailed and exploded views, section views, isometrics, flow-sheets, flow-diagrams, 3D views, etc., in all generic engineering fields such as civil, mechanical, hydraulic, electrical, instrumentation, automation, etc. The services will also concern the assistance in NDFMU's technical archive and conversion into digital format of drawings (.DWG, TIFF or PDF formats) and associated documents.

All eligible natural and legal persons or groupings of such persons may apply. The grouping may be permanent, legally established or having been constituted informally for a specific tender procedure. Each member of a grouping (i.e. the main contractor and all other members) assumes a joint and several liability towards the contracting authority. Tenders may be submitted by groupings of economic operators that, if awarded the contract, may be requested to assume a legal form by incorporation, partnership or otherwise which will enable them to contract as a single entity. A grouping of economic operators, however, must identify a leader (main contractor), solely responsible towards the Commission, which will interface between the Commission and the economic operators both during the procurement phase and during the contract execution.
Therefore the grouping must provide a declaration to identify the leader and the other members and which empowers the leader to submit an offer or to sign a contract on behalf of and representing the whole grouping.
In case of groupings:
Groupings must provide the documents and information required in point III.2.1 for each individual member thereof. The criteria of point III.2.2 apply to the grouping as a whole. The criteria of point III.2.3(a) and (c) apply to the grouping as a whole, with the exception of profile D1 (as described in the technical specifications) which has to be provided by the group leader. The criteria of point III.2.3(b) must be satisfied at least by the leading party of the grouping provided that he undertakes explicitly and in writing to ensure that the whole grouping will satisfy the required quality standards in the contract's execution.
The participation of an ineligible natural or legal person will result in the automatic exclusion of that person. In particular, if that person ineligible in the sense of the conditions set out in point III.2.1 belongs to a grouping, the whole grouping will be excluded if it doesn't fulfil all selection criteria without the excluded member.
III.1.4)Other particular conditions
The performance of the contract is subject to particular conditions: yes
Description of particular conditions: a) For any given industrial and/or commercial group only 1 tender can be submitted, either by 1 group member or by a combination of the group's members. For the sake of clarity 2 companies are considered to be part of the same industrial and/or commercial group or organisation if one of the 2 controls the other, e.g. owns more than 50 % of the shares of the other, or if more than 50 % of their shares belong to a common direct or indirect shareholder, except otherwise proved with appropriate evidence.
b) Number of tenders per candidate: tenders may be submitted by natural or legal persons, whatever the form of participation (as an individual entity or as leader or member of a grouping submitting a tender). In the event that a natural or legal person submits more than 1 tender, the Commission reserves the right to examine that there is no conflict of interest between tenderers or that competition is not hindered in any way by collusive practices between tenderers, and to exclude that tenderer in either proven situation.
c) At the JRC Ispra site, Italian law is in force on nuclear and health & safety issues. In particular, contracts must be executed in compliance with Legislative Decree No 230/95 'Attuazione delle direttive Euratom 80/836, 84/467, 84/466, 89/618, 90/641, e 92/3 in materia di radiazioni ionizzanti' and its subsequent modifications and/or integrations, Legislative Decree No 241/00 'Controllo della radioattività ambientale e naturale tramite rilevamento in atmosfera, nelle acque, nel suolo', and Legislative Decree No 81/08 'Attuazione dell'articolo1 della Legge 3.8.2007, n. 123 in materia di tutela della salute e della sicurezza nei luoghi di lavoro' and its subsequent modifications and/or integrations.
d) Subcontracting: the provision of the supply and/or related services of this procurement may be subcontracted. In the case of subcontracting, a letter of undertaking must be provided, in which the proposed subcontractor states its unequivocal will to cooperate with the candidate/tenderer. In case a subcontractor is proposed in the tendering phase, the Commission reserves the right to apply the exclusion and assess the application of the selection criteria to the proposed subcontractor as appropriate taking into account the value of the tasks to be subcontracted and their nature.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: To be eligible to take part in this tender procedure, tenderers must not be in any of the exclusion situations listed in Articles 106 and 107 of Council Regulation (EC, Euratom) No 966/2012 of 25.10.2012 (OJ L 298 of 26.10.2012). According to Article 143(1) of Commission Regulation (EC, Euratom) No 1268/2012 of 29.10.2012 (OJ L 362 of 31.12.2012), tenderers are required to submit a declaration on their honour, together with their tender, that they are in none of the situations referred to in Articles 106 and 107 of Council Regulation 966/2012 (please see the template available on the website mentioned in point I.1 above). Should a contract be awarded, the contractor will need to produce supporting documentary evidence, as required by Article 143(2) in conjunction with Article 143(3) of Commission Regulation 1268/2012. In the case of groupings, they must provide the documents and information requested in this paragraph for each individual member thereof and for subcontractors.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: a) statement attesting to overall yearly turnover, realised over the past 3 financial years, together with balance sheets or summaries thereof;
b) statement attesting a yearly turnover related to specific services similar to those of the present procedure, realised over the past 3 financial years.
Minimum level(s) of standards possibly required: a) the average yearly turnover figure for each of the past 3 financial years must not be less than 900 000 EUR;
b) the average yearly turnover figure for each of the past 3 financial years must not be less than 300 000 EUR.

a) a table listing the principal services provided by the economic operator over the past 3 financial years which were similar to those required, giving details of values, dates and public or private recipients;
b) a UNI-EN-ISO 9001:2008 quality certification system or equivalent, valid at the time of submission of the offer;
c) a table listing qualified personnel available to perform the tendered activities, and related CVs, which should give details as to their technical capacity.
Minimum level(s) of standards possibly required:
a) during the reference period of the past 3 years, at least 4 similar services;
c) a minimum amount of 13 CVs with the profiles indicated in the tendering documentation are required, as follows: 1 CV for profile D1 (to be provided by the group leader), 3 CVs for profile D2, 3 CVs for profile D3, 1 CV for profile D4, 1 CV for profile D5, 2 CVs for profile D6 and 2 CVs for profile D7.

c) Based on Article 134.1(f) of Commission Regulation (EC, Euratom) No 1268/2012 of 29.10.2012 (OJ L 362 of 31.12.2012), the Commission has the faculty to enter into negotiated procedures with the winning tenderer of the present call for tender for services similar to those of the present notice.
