II.4)Short description of nature and quantity or value of supplies or services:
SORESA SpA, as per proper delegation by ARSAN, has planned the completion of a tender to procure the ‘Telemonitoring of elderly people with multiple chronic conditions in the home and on the move’.
In detail, through the use of digital technologies the contracting authority intends to: promote solutions to facilitate the exchange of information among the professionals involved in the care process, foster the patient empowerment, implement and manage the telemedicine services, acquire and process the information for performance monitoring and evaluation.
Through this tender SORESA intends to test and validate the European Specification Template (EST), i.e. a set of European guidelines to define and manage public tenders for the procurement of health and social services enhanced by digital technologies, enabling the implementation of innovative care models for elderly people. The EST is a key output of the STOPandGO project in which ARSAN is involved. It is available, in English, at the following link: http://stopandgoproject.eu/est/
STOPandGO (Sustainable Technology for Older People — Get Organised) is a Public Procurement of Innovation (PPI) project, co-founded by the European Commission under CIP-ICT-PSP-2013-7 (www.stopandgoproject.eu).
Its purposes are:
— to develop the European Specification Template;
— to ensure that commissioned services are innovative, or based on existing technologies that are to be utilized in a new and innovative way;
— to test and evaluate the procurement process through a set of co-founded tenders launched by seven procurers in four different countries (Italy, Spain, United Kingdom, Netherlands);
— to produce a final release of the European Specification Template (EST) usable in any European Regions to support the strategies described in the ‘Strategic Implementation Plan’ of the European Innovation Partnership on Active and Healthy Ageing (EIPonAHA).
In order to come to a complete definition of the tender, in line with the requirements of the PPI instrument, an Open Market Consultation (OMC) is held prior to the actual tender processes taking place. The purpose of the OMC is:
— to inform about the tender process, in order to achieve the widest participation of interested parties;
— to learn about quality and technical characteristics of the proposed solutions on the market;
— to allow interested parties to provide comments and suggestions considered useful for the contracting authority in preparation of the tender.
Please note that this consultation does not oblige SORESA to award the contracts proposed, nor sets limits to the content of the tender.

Economic operators, or sector associations interested in participating in the Technical Dialogue, according to Whereas n. 8 of Directive 2004/18/CE, are invited to submit a specific application providing with the subject of this notice, the area of interest, as well as the name of the company. Potential participants are invited to submit their applications by 26.11.2015 h 12:00 АМ, to be sent by Certified Mail (PEC) to the following email address: ufficiogare@pec.soresa.it Please note that foreign people can send a fax at the number +39 0817500012, if they don't have a PEC.

The application of participation should contain:
1. Declaration by which the economic operator or sector association should indicate contact(s) information as well as address, telephone number, fax and PEC, in order to receive communications concerning the Technical Dialogue, provided with the name of its representative for the same.
2.Documentation, at the option of the company, attesting the business activities (production or distribution), in the area of interest, related to specific product categories as mentioned above, or for the sector associations, a similar documentation indicating the names of associated enterprises who are represented.
Please note that the Technical Dialogue is aimed at acquiring, on the reference market, relevant information for the preparation of Tender Participation (Disciplinare di Gara) and Technical Specification (Capitolato Tecnico). The application submitted by sector associations preclude the request for invitation to their members. If an associated member intended to submit a separated application, it will be necessary to duly justify itself.
The procedure will be conducted in the form of 2 meetings. Each meeting date will be promptly communicated to operators who have submitted application and it will be free of charge. The names of the companies/associations participating will be indicated in the respective tender notice for each of the procedures covered by this notice.
