II.4)Short description of nature and quantity or value of supplies or services:
The Health and Safety Executive (HSE) is preparing fo the introduction of the BSSD and EMF Regulations and requires a range of support likely to include, but not limited to, the activities listed below:
BSSD.
— Developing guidance on new Ionising Radiation Regulations (IRR).
— Developing guidance on new Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR).
— Gathering information for Impact Assessments on both IRR and REPPIR.
— Developing systems to implement requirements linked with the graded approach i.e. notification, registration and licensing.
— Review/ revision of processes for recognition of Approved Dosimetry Service (ADS) and Radiation Protection Adviser (RPA).
— Technical support to enable policy development on options for BSSD implementation.
Identifying reasonably practicable implementation solutions.
Identification of activities/practices/processses using Naturally Occurring Radioactive Material.
— Advice to duty holders on their guidance to ensure proportionate implementation of regulations.
— Training materials / information to field on new regulations.
Radon:
— Technical review of ICRP methodology used to develop new coefficients.
— Assessment of how the change in the radon coefficient would link with the radon action level and the classification trigger point.
— Estimation of how many workplaces would be affected by this change.
— A profile of the types on industries that might be affected.
Technical contributions to the radon national action plan and development of HSE radon policy.
— Cost estimation of the potential change.
— Assessment of potential changes to working practices.
EMF:
— Guidance on EMF regulations.
— Advice on activities that we could exempt from the Exposure Limit Values (ELVs).
