1 About this PIN
As requested by the Public Procurement of Innovative solutions (PPI) instrument, this Prior Information Notice (PIN) provides formal notification of the following:
1. The City of Helmond intends to conduct an Open Market Consultation (OMC) to canvass stakeholder feedback on a European Specification Template (EST) for tenders procuring health services for older people enabling innovative care models, as a support to the EU policies on Active and Healthy Ageing.
2. An EST-compliant tender will be issued to procure services that will be evaluated as a part of the STOPandGO project.
2 About STOPandGO and the European Specification Template — EST
STOPandGO (Sustainable Technology for Older People — Get Organised) is an EU co-funded Public Procurement of Innovation (PPI) project (www.stopandgoproject.eu). Its purpose is:
— To develop a flexible procurement process that will enable cost-effective, outcome-based commissioning of health services enhanced by up-to-date technological solutions at scale across the EU;
— To ensure that commissioned services are innovative, or based on existing technologies that are to be utilised in a new and innovative way;
— To test and evaluate the procurement process and the resulting commissioned services through a number of co-funded tendering activities;
— To produce a final report and a release of the European Specification Template (EST) which will embody the procurement process and associated best practice.
The City of Helmond is a member of the STOP&GO consortium.
The EST is a key output of the STOP and GO project as it is intended to be a flexible procurement template which can be used across Europe to promote cost-effective commissioning of innovative services to benefit EU citizens at scale.
The template embraces the use of the World Health Organization's definition of ‘health’ being ‘a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity’ (WHO, 1946). Therefore the health services will cover both healthcare activities and social activities provided by formal and informal carers, including the promotion of self-care and healthy life styles. In addition to describing the procurement process the EST will provide procurers with additional information about interoperability, legal ethical and regulatory, evaluation, and classification of potential beneficiaries of services.
3 About the Open Market Consultation.
One of the requirements of the PPI instrument is that an Open Market Consultation (OMC) is held prior to the actual tender processes taking place. The purpose of the OMC is:
1. To canvass wide stakeholder opinion on the suitability of the European Specification Template (EST) which is made available to stakeholders for review. You can view a webinar about the EST and/or download the EST here: www.stopandgoproject.eu/est Comments and feedback on the EST can be provided by email to: estfeedback@stopandgoproject.eu Comments and feedback will be collated and used to enhance the EST in time for procurers to test the template, through both their tendering activity and resulting commissioned services.
2. To provide interested parties an opportunity to engage with the City of Helmond prior to announcement of a tender for the purpose of market consultation.
The OMC will be conducted according to the following estimated timetable:

— Consultation period: 7.12.2015 to 31.12. 2015
— Close of OMC: 1.1.2016
Note: The OMC process reviews the EST and provides an opportunity to engage with the City of Helmond but it is not intended to be an opportunity to provide information about the local tender processes. All questions/comments that are received about the local tender processes will be excluded from consideration.
4 About the scope of the project.
City of Helmond intends to procure services:
— Using innovative ways.
— To improve and/or enlarge the support network.
— Of elderly with Dementia, and their primary caregivers.
— In the City of Helmond.
Services must aim to significantly improve one or more of the following life aspects (for the patient, and/or primary caregivers):
— Organizing Activities of Daily Living (ADL) and care.
— Availibility of leasure time/leisure opportunities.
— Feeling supported (in the neighbourhood).
— Feeling secure (in the neighbourhood).
— Having freedom, mobility.
— Early detection of, and/or coping with dementia.
