400 Units Upper Achintore for Lochaber Housing Association.
The Appointment of a Partnership Contractor to a Framework to deliver 400 housing units, primarily for social rent with some mid-market rent, LIFT and private properties on a site at Upper Achintore, Fort William.

The Employer, Lochaber Housing Association (LHA), wishes to develop a site at Upper Achintore, Fort William to provide 400 housing units, primarily for social rent with some mid-market rent properties and LIFT properties. It is intended that 10 % of the properties will be speculatively built houses for sale and the successful bidder will be offered the opportunity to carry out these works on their own behalf. The exact mix of house types and tenure is still to be defined but the properties will be a mixture of detached, semi- detached, terraced and flatted units.
In order to achieve this objective LHA intends to adopt a two stage procurement process, firstly by identifying a Partnership Contractor to join a Collaborative Working Team and to be appointed to a Framework Agreement using FA/Scot Framework Agreement 2014 Edition and thereafter to draw down Contracts for the preparation of a Master Plan using PCSA/Scot Pre-Construction Services Agreement (General Contractor) 2013 and for Construction of Housing and Infrastructure in Phases using DB/Scot 2011 Edition (2015 Revision) The Initial Phase One Proposal is for 80 units — 64 for social rent and 16 mid-market rent. Subsequent Phases will be drawn down subject to time and quality performance and funding constraints. It is intended to build out the entire development by 2025.
Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Section III: Legal, economic, financial and technical information
Refer to all Procurement Documents. Bidders must complete the ESPD referenced LHA/UA/01 using the Contract Particulars document containing selection criteria.
It is the Employer's policy to measure the performance of each Contractor on a regular basis.
In the event that a Contractor's performance falls below a satisfactory level, the Contractor will be invited to determine a means of rectifying the situation. Repeated or continual performance failures may result in suspension or termination of the contract and/or removal from the Framework.

Lochaber Housing Association and its Agent Highlands Small Communities Housing Trust shall have no liability for any costs howsoever incurred by those participating in the competition. Lochaber Housing Association is not bound to accept any of the bids.

A summary of the expected community benefits has been provided as follows:
Lochaber Housing Association wish to consider improvements to the economic, social and environmental wellbeing of the local area through their development activities. Whilst the following community benefit objectives will not be evaluated as part of the tender process, the successful bidder will be expected to present a community benefit proposal with their tender detailing how, in the event that they should be successful in winning the contract, they will address Community Benefits. Suggested themes include: targeted recruitment and training for ‘disadvantaged’ persons; providing local apprenticeships to stimulate the local construction economy; educational experiences for school and college students; and up-skilling the existing workforce.
