Gloucestershire is looking for a GIS Mapping application that will provide a wide range of mapping tools for basic users and super-users, both internal and external.

It will enable users to view maps of the local area to discover geospatial information, to create new mapping data, to perform sophisticated geo-spatial analyses on areas of a map, and many other functions. Users fall into two broad groups — basic users (who largely open and explore a map and maybe add simple annotation), and super-users (who generate new map data, and may undertake 3D analysis of landscape features, etc.,). It is estimated that there are around 100 super-users and in excess of 300 basic users.

The procurement will be through a framework agreement which will have 2 lots for a call off contract. Each Lot will only have 1 supplier, and there is nothing to prevent one supplier winning both lots, or it can be 2 separate suppliers.

Lot 2 Super-users and map engine interfaces: this Lot is to supply a solution for the high-end complex geo-spatial processing required by super-users.

Their needs range from complex editing tools, through to hydrological modelling, 3D landscape profiling, and mobile GIS solutions.

The provision of interfaces to other business applications is included within this Lot e.g. for Idox Unimap

Please note that Lot 1 and Lot 2 will share the same database, which will be hosted by Gloucestershire County Council.

The Framework will be open to Gloucestershire County Council and Gloucester City Council.
