II.1.4)Short description:

The Education and Skills Funding Agency (ESFA) wishes to procure a new off-site construction framework for the design and build of component secondary schools to support its educational infrastructure delivery programmes and other initiatives. The ESFA envisages that the framework will support both block replacement schemes and a number of whole school schemes. The ESFA is likely to be the main client of this proposed procurement, although the framework will be made available to other responsible bodes in the education sector, for example Local Authorities, academy trusts and other educational institutions/bodies. The Education and Skills Funding Agency (ESFA) is the Department of Education's delivery agency for funding and compliance, which includes supporting the delivery of capital building programmes for schools. Any services procured by the ESFA are procured on behalf of the Secretary of State for Education.

II.2.4)Description of the procurement:

The ESFA intends to appoint 3 primary contractors to the framework agreement for this lot. Subject to the provisions set out in the procurement documents the 3 successful bidders will each deliver 1 identified scheme. The estimated total value of the initial 3 secondary school block schemes is 20 000 000 GBP. The framework also allows for the introduction of future secondary school schemes up to a maximum value (including the named schemes) of circa 250 000 000 GBP, which will be subject to the mini-competition procedure set out in the framework agreement. Future schemes may be located throughout England.

II.2.4)Description of the procurement:

The ESFA intends to appoint 3 contractors to the framework agreement for this lot — 2 primary contractors and a reserve contractor. Subject to the provisions set out in the procurement documents the 2 primary contractors will deliver a group of up to 8 secondary school block schemes split into 2 batches (roughly geographically) (Batch A and Batch B) and the highest scoring of the 2 primary contractors will be given first preference of which batch to be awarded. The estimated total value of the initial 8 secondary school block schemes is 15 000 000 GBP. The framework also allows for the introduction of future secondary school schemes up to a maximum value (including the named schemes) of circa 50 000 000 GBP. These additional schemes will be open to the primary contractors and the reserve contractor and subject to the mini competition procedure set out in the framework agreement. Future schemes may be located throughout England.

The framework will be delivered in 2 lots — one is for higher value, larger schemes (Lot 1) and the other is for lower value, smaller schemes (Lot 2). Subject to confirmation of suitability of such schemes for this framework via feasibility studies which are underway, Lot 1 will include an initial 3 schemes of total value circa 20 000 000 GBP and the potential for further secondary block and whole school schemes up to a total value of circa 250 000 000 GBP (inclusive of initial schemes). Subject to confirmation of suitability of such schemes for this framework via feasibility studies which are underway, Lot 2 will include an initial 8 schemes of total value circa 15 000 000 GBP which will be placed into 2 batches (Batch A and Batch B) and the potential for further secondary block schemes up to a total value of circa 50 000 000 GBP (inclusive of initial schemes). It is intended that this procurement will be used by the ESFA to deliver projects funded by the Priority School Building Programme 2 (‘PSBP2’) and Free Schools Programme but may also be used for the delivery of other ESFA's capital programmes, including (but not limited to) Academies Capital Maintenance Funded schemes, basic needs and potentially other programmes. The ESFA is likely to be the main client of this procurement. For this project, the ESFA has chosen to use Constructionline, a procurement and supply chain management scheme that collects, assesses and monitors standard company information. If you are already a member of Constructionline and have appropriate registration you can provide us with your registration number and skip Part 1 of the Selection Questionnaire and only complete Part 2 of the Selection Questionnaire (SQ).
