— Multi-Detectors CT scanner (MDCT) with at least 64 slices per one rotation, for whole body studies, with accessories and software packages for radiology and neurology examinations,
— Gantry, Patient table, generator, x-ray tube, the detector system, the main console for acquisition and processing, work-station for evaluation, contrast media injector for CT procedures, medical DICOM laser printer, and medical DICOM server,
— the tenderer will include installation and training services into the offered price.
Abschnitt III: Rechtliche, wirtschaftliche, finanzielle und technische Angaben
Participation is open to all natural persons who are nationals of and legal persons (participating either individually or in a grouping - consortium of tenderers) which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) No236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed (see also heading 22 below). Participation is also open to international organisations.
All supplies under this contract must originate in one or more of these countries.
Tenderers must submit a signed declaration, included in the Tender Form for a Supply Contract, to the effect that they are not in any of the situations listed in point 2.3.3 of the Practical Guide.
Tenderers may submit only one tender per lot.
Tenders for parts of a lot will not be considered. Any tenderer may state in its tender that it would offer a discount in the event that its tender is accepted for more than one lot.
Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier.
The successful tenderer will be asked to provide a performance guarantee of 5 % of the amount of the contract at the signing of the contract. This guarantee must be provided together with the return of the countersigned contract no later than 30 days after the tenderer receives the contract signed by the Contracting Authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next cheapest compliant tender.

All attending representatives should have a written authorization, issued by the entity one is representing and signed by the legal representative.
Abschnitt VI: Weitere Angaben
A mandatory information meeting and site visit will be held on 15.3.2018 at 12.00 CET in premises of Contracting Authority, Special hospital for psychiatric diseases “Dr. Slavoljub Bakalovic” Vrsac, Podvršanska 13, 26300 Vršac, Republic of Serbia.
Tenderers must provide a tender guarantee of 5000 EUR or equivalent amount in RSD using Inforeuro exchange rate from the month of launching tender procedure when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderers upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfill all obligations stated in its tender.
Contracting Authority opening hours 08:00 - 14:00 CET.
When a candidate, tenderer or applicant believes he has been adversely affected by an error or irregularity allegedly committed as part of a selection procedure or procurement, he may also file ordinary actions, provided the conditions are met.
Without prejudice to other remedies and, in particular, without altering the time-limits for bringing actions set out in paragraphs 188.8.131.52, where a candidate, tenderer or applicant believes he has been adversely affected by an error or irregularity allegedly committed as part of a selection or procurement procedure, or that the procedure was vitiated by any maladministration, he may file a complaint to the contracting authority.
Where the European Commission is not the contracting authority, the action shall be launched in accordance with the conditions and deadlines fixed by the national legislation of the contracting authority (which is 8 days from the moment an award notice has been published, in accordance with public procurement law of the Republic of Serbia).
