Brand and Creative Services
NCS requires a brand and creative agency partner to initially design and deliver our brand identity project, and continue on as our lead creative partner on a campaign basis for the duration of the contract term.
National Citizen Service Trust is a not-for-profit organisation incorporated by Royal Charter and established to shape, support, champion and lead a thriving National Citizen Service.
The Trust was set up by Government in 2011 to tackle some of the biggest social challenges in the UK. Through a wide range of community programmes and projects for young adults, the NCS looks to build:
— Social Cohesion — To bring our country together by building stronger, more integrated communities and fostering understanding between young people from different backgrounds,
— Social Mobility — To build essential skills for life and work, investing in our country’s future talent,
— Social Engagement — To engage young people in social action in their communities and the democratic process, building their understanding of their responsibilities as citizens.
This tender is part of a wider marketing transformation project in a pivotal year for the organisation as we have moved to become a Royal Charter Body and carry out a comprehensive recommissioning of our partner network.
NCS is ambitious to grow and inspire more young people to participate in the programme. Whilst greater control of the network to deliver recruitment and sign ups via re-commissioning, media efficiencies and digital acceleration will ensure incremental gains, awareness of and perception of the NCS brand is a major blocker amongst young people, parent and guardians and the wider general public.
We are looking for an agency who can help us deliver a razor sharp brand proposition, a brand identity that is fit for purpose in the digital age and a creative platform that can not only cut through the clutter but live and breathe through every single touchpoint in our customer journey to make NCS the best known and loved youth movement brand in the UK.
The contract will be for a duration of 2 years with the option for NCS Trust for extend for 2 12-month periods.
The potential total value of this contract is 4 000 000 GBP–10 000 000 GBP. The closing date for the SQ stage is 28.2.2019.
With the option to extend for two further periods of 12 months each.

Section IV: Procedure
This tender process for NCS Brand and Creative services is being carried out on an accelerated time schedule. This compressed timeline is driven by the need to have creative materials prepared for the beginning of the new school year, in line with the core recruitment window for NCS. In order to achieve this deadline, final materials will need to be distributed to providers by July. The scale and complexity of the project requires the winning agency to have at least 2 months to carry out the necessary research, strategy development and creative development.
