VII.2)Information about modifications
VII.2.1)Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Since the original contract was entered into there have been significant changes in the scope of the work that Arcadis were contracted to undertake. There have been changes to the masterplan, planning application boundary and programme. The changes in scope are as follows:

1— Revision to Framework Masterplan document in light of changes in masterplan boundary the additional area of Homes England land added to the masterplan and planning application is 30 hectares,

2— Extension of programme by two months to planning submission in September 2018

3— Extension of planning application boundary from 541 hectares and 8 000 units (Sept 2017) to 578 hectares and 8 500 units

4— Consideration of wider framework masterplan area as cumulative development from 541 hectares and 8 000 units (Sept 2017) to 770 hectares and 9 400 units

5— Attendance at additional meetings e.g. Place Panel

Contract end date also extended by 2 months due to delays in submitting planning permission and the additional work required.

VII.2.2)Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

At the time of the original contract it could not be foreseen that Homes England would become involved in the project, seeking to purchase land or that the planning application boundary would be extended. The proposal has grown from an area of 541 hectares and 8 000 units (Sept 2017) to 578 hectares and 8 500 units. This could not have been foreseen; if it could have been the logical course to take would have been to agree in the original contract provisions to extend the work. The nature of the contract has not changed. The work is essentially the same just carried out in a larger area.
