II.1.4)Short description:

The activities to be carried out under the contract consist in assessing the National Implementation Measures (NIMs) to be submitted by Member States to the Commission by 30 September 2019. The data in the NIMs has to be verified and potentially completed. In principle, data should be submitted using standard templates developed by the Commission. Nevertheless, in case non-harmonised data formats, the data shall also be evaluated and transformed into the standard template. Checks and assessment activities of the data shall be proposed to the Commission. In addition, based upon the data submitted by Member States in their NIMs, the contractor shall establish a database that is user-friendly, and is always accessible to the Commission for consultation. The benchmark values used for determining free allocation to installations and the level of free allocation for each installation shall be determined using the data provided in the NIMs and the provisions in the ETS Directive.

II.2.4)Description of the procurement:

The tasks to be carried out by the contractor consist in:

— assessing the information submitted by Member States in their National Implementation Measures (NIMs) to be submitted to the Commission by 30.9.2019 according to Article 11 of Directive 2018/410, including the verification and potential completion of this data,

— updating the benchmark values used for determining free allocations using as basis the information submitted by Member States and the rules established in Directive 2018/410,

— determining the free allocation for each installation in EU ETS for 2021 – 2025.

In addition, the contractor shall develop a database to be provided to the Commission based on the data submitted by Member States in their NIMs.

In line with Article 134.1.e) and f) of the Rules of Application to the Financial Regulation Nº 2015/1929 of 30.10.2015, during the 3 years following conclusion of the original contract, the contracting authority will be able to use the negotiated procedure for additional services (without prior publication of a contract notice) for new services or works consisting in the repetition of similar services or works entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that these services or works are in conformity with a basic project for which the original contract was awarded after publication of a contract notice, subject to the conditions set out in paragraph 4 of Article 134.
