The purpose of the contract is to launch an integrated EU-wide campaign which will have a general focus on consumer rights, creating one recognisable 'umbrella' for EU consumer rights and promoting the role of the EU in ensuring these rights. The campaign should further concentrate on a series of thematic areas in selected countries. The umbrella campaign would have two key objectives:

— Awareness – to convey that the EU offers clear rules that protect/empower you as a consumer.

— Action – to inspire consumers to use their rights.
