London Underground Ltd (LUL), an operating business of Transport for London (TfL), is upgrading the Piccadilly line as part of DTUP.

This notice commences TfL’s market consultation on how to upgrade Piccadilly line depots for a new era – a 21st century solution for a modernised TfL. This PIN is not about a single procurement, but it is about presenting how TfL envisages to package and deliver the upgrade works and gauging the market’s feedback. TfL is seeking every opportunity to optimise delivery and make critical long term capital investment decisions. It is committed to engaging with suppliers to explore new ways of working to achieve an affordable, cost effective solution with unprecedented levels of collaboration and innovation. LUL aims to build on industry readiness — the capacity, capability and expertise to enable the adoption of new ways of working, utilising both traditional and offsite construction methods where suitable, in order to maximise benefits.

VI.3)Additional information:

LUL intends to host an industry day on the 8.7.2019 to start the engagement on the Piccadilly line depots and stabling project. This event will provide an overview of the long and short term plans for the project, to enable participants to better understand the packaging and contractual models being considered by LUL.

LUL is seeking consultants and contractors capable of delivering the scope of the work packages to provide feedback on the delivery and contractual models and record their potential interest to participate in initial consultations in connection with technical and other matters. LUL is interested in engaging with companies involved in design and construction, using either traditional or offsite construction methods, in order to explore different potential delivery and procurement packaging models and identify modern and innovative tools and ways of working to make the delivery of the depots upgrade more efficient.

It should be noted that this PIN is not a call for competition but has been issued to facilitate preliminary market consultation. The information gathered from this exercise may be used to further develop LUL’s packaging, procurement and delivery strategies. Following publication of this PIN, LUL is seeking interested parties – singularly or in consortia or joint ventures able to deliver some of these work packages – to engage in a preliminary market consultation so LUL can better identify the scope, opportunities and constraints for structuring the different work packages, prior to potentially commencing formal procurements through publication of Contract Notices in the OJEU under UCR 2016 (or any applicable successor legislation).

If you would like to participate in this preliminary market consultation, please register in under PQQ Event ‘Depots and Stabling Industry Day July 2019’ to submit your confirmation of interest to this PIN by 5:00 p.m. on the 21.6.2019 providing the following information:

— key contact name and email address,

— up to 2 attendees max and their email addresses.

Please do not use the email to register your interest in this PIN. Expression of interest to this PIN will not guarantee attendance to the industry day due to venue capacity constraints. For those that have expressed an interest and are unable to attend, the industry day information will be provided by email following the event. Attendance or non-attendance to this Industry day will not preclude or disadvantage/advantage any suppliers’ ability to participate in any future procurement activity. Direct or indirect canvassing of any TfL employee or agent by any supplier concerning this requirement, or any attempt to procure information from any TfL employee or agent concerning this PIN outside of the formal process described in this document may result in the disqualification of the supplier from consideration of any future procurement activity.
