United Kingdom-London: Probation services
Prior information notice
This notice is for prior information only
Section I: Contracting authority
Main address: https://www.gov.uk/government/organisations/ministry-of-justice
Section II: Object
The Ministry of Justice is re-tendering probation services for low and medium risk offenders and the services to be procured are:
— Offender management of those with low and medium-risk of serious harm subject to community orders, prison sentences, suspended sentence orders, licences and Post Sentence Supervision. Offender management includes assessment and risk management, sentence planning, delivery of the sentence of the court, motivation of cases to comply and make progress, oversight of interventions to promote rehabilitation and resettlement, public protection activity and enforcement;
— Provision of unpaid work schemes (also known as community payback) and all accredited Programmes (except those exclusively targeted at the National Probation Service caseload);
— Co-ordination and delivery and facilitation of access to rehabilitation services, including as part of rehabilitation activity requirements;
— Planning for and providing and facilitating access to resettlement support.
The Ministry of Justice is currently consulting on the future of the probation system in England and Wales, and subject to the outcome of that consultation we are minded to reorganise the current system in England so that CRC and NPS areas are aligned, and will potentially move into 10 contract package areas in England instead of current 20. Please note a separate Prior Information Notice has been issued for Wales.
The procurement activity is expected to commence in early 2019 with the new contracts to be operational from the end of 2020. This also includes a transition period of approximate six months.
The Ministry of Justice is undertaking service and contract design activity and would encourage the inputs of interested suppliers via structured market engagement activity over August and September 2018. We will commence with two launch events to outline the vision for probation services and new contracts and continue with a series of thematic discussions to engage the market different element of the service and contract design.
Additional market engagement activity with voluntary sector organisations operating in the justice sector will be undertaken in collaboration with Clinks.
Market engagement launch events have been scheduled for:
— Thursday 2nd August in London,
— Friday 3rd August in Manchester.

Section IV: Procedure
Section VI: Complementary information
It is our intention that the services being awarded are listed within Schedule 3 of the Public Contracts Regulations 2015 and pursuant to regulation 74 of those Regulations will be subject to the Light Touch Regime.
This PIN is being issued for Market Testing and Engagement purposes and details pertaining to the proposed procurement will be set out in the Contract Notice that we currently anticipate will be issued towards the end of 2018.
These proposed contracts will be to cover England only.
The duration of the contracts is currently estimated and will be confirmed in the Contract Notice.
Presently, the total value of the contract is indicative per annum and based on an estimated range between 300 000 000 and 400 000 000. This will similarly be confirmed in the Contract Notice.
We would request that organisations only attend one event and limit the number of attendees to 2 per organisation. We will operate on a first come first served basis and therefore we encourage interested suppliers to register early if they wish to attend the launch events in London or Manchester.
If you are unable to attend in person but would like to attend the launch event remotely please e-mail firstname.lastname@example.org
We are currently exploring whether remote access can be made available for both events and we will be able to confirm next week.
When emailing us, please quote the PIN number related to the opportunity you are interested in.
A supplier briefing pack will be issued to all suppliers who will have registered for the launch events by Wednesday 1.8.2018.
The launch events will be followed by a series of thematic discussions over the following weeks until the end of September.
The thematic events will broadly be split into service design, commissioning approach, enablers for the delivery of the service and commercial model. The full plan for market engagement will be outlined in the supplier briefing pack. However, the first round of thematic sessions will be in London from Monday 13th to Thursday 16th August. Please email to register your interest to attend the events.
