Single eCommercial System
The contracting authority, the Department of Health and Social Care (DHSC), is seeking a supplier to provide a Single eCommercial System that is capable of functionality allowing them to plan, prepare, run and manage procurements in full compliance with PCR2015 and all relevant public procurement legislation and best practice.
Additional details appear at II.2.4) and within the service specification in the tender documents.
The eCommercial system will be hosted by the supplier and accessed by the contracting authority and other contracting authorities referenced in II.2.4) via an internet connection.
The contracting authority, the Department of Health and Social Care (DHSC), is seeking a supplier to provide a Single eCommercial System that is capable of functionality allowing them to plan, prepare, run and manage procurement's in full compliance with PCR15 and all relevant public procurement legislation and best practice.
The range of functionality required from the eCommercial System will include:
— tender creation, issue and management,
— tender evaluation,
— contract award,
— governance and approvals management,
— dynamic purchasing systems,
— data management and reporting,
— savings management.
The successful supplier will provide all service elements over the term of the contract.

Whilst the Department of Health and Social Care is the overall contracting authority, the following contracting authorities in England (and their successors) are also entitled to use this contract:
— The Department of Health and Social Care,
— The Department of Health and Social Care Owned Companies — NHS Property Services; Community Health Partnerships; NHS Professionals; Supply Chain Coordination Ltd; Porton Bioparma Ltd; Genomics England Ltd,
— NHS Shared Business Services (Joint venture with Sopra Steria),
— The Department of Health Arms-Length Bodies:
— NHS Bodies:
— any other health body nominated by the Department of Health and Social Care from time to time during the term of the contract.

Tenders will be opened in the authority's e-procurement portal (Bravo).
Section VI: Complementary information
The authority will hold a Skype call with suppliers before the stated tender return deadline. The date, time and access details will be provided to potential suppliers who have registered on Bravo against this opportunity. The notification will be via a Bravo broadcast message.
The purpose of the Skype call being to:
— talk through the procurement process and requirement,
— offer an opportunity for potential suppliers to ask questions before the clarification deadline.
All questions and answers from the Skype call will be captured and shared along with all questions and answers received via Bravo prior to the clarification question deadline.
