Banking Supervision, Bank Resolution, Financial Stability and Quantitative Analysis
The European Parliament seeks independent expertise on a variety of current and emerging issues connected to its work. The planned framework service contract is intended to support the work of the committee in charge of economic and financial matters and of scrutinising the Banking Union in the European Parliament by enabling it to request independent written expertise (briefing papers) on matters related to the Banking Union, specifically related to banking supervision, bank resolution, as well as to financial stability and quantitative analysis, and to ask for an oral presentation of such briefing papers, if required. The framework contract aims at providing flexibility and autonomy for committees, making scientific expertise rapidly available when needed.
This lot covers external expertise on technical, regulatory, and policy issues related to:
— supervisory practices and methodologies for significant and/or less-significant banks,
— banking regulation and institutional set up in the Banking Union,
— relevance and handling of banking (credit, market, operational, liquidity, business) risks,
— bank industry developments and/or banking practices,
— consumer, depositor, and/or investor protection.
This contract shall be renewed tacitly on an annual basis, unless one of the parties objects thereto by registered letter sent at least 2 months before the expiry of the initial duration or before each annual renewal date. In no circumstances may the duration of this contract exceed five (5) years from the date of its entry into force.
— practices of resolution authorities in the Banking Union,
— the regulatory framework and institutional set up for resolution and liquidation, including resolution planning, criteria, and tools,
— banks’ crisis management,
— EU insolvency laws and practices,
— state aid practices and state aid cases.
Financial Stability and Quantitative Analysis
— macro-prudential supervision and/or financial stability,
— banks‘ internal modelling,
— stress testing methodologies and/or results,
— analysis of banking statistics,
— trading and pricing of financial instruments.
Section III: Legal, economic, financial and technical information
All persons responsible for carrying out the services need to have relevant work experience in the area of the tender of at least four (4) years, obtained after their graduate university degree and need to hold a tenure or tenure-track teaching position or a comparable research position at a university or a comparable research institute relevant to the area of the tender.
Tenderers shall have sufficient economic and financial capacity to enable them to perform the contract in compliance with the contractual provisions. The European Parliament requires tenderers to have a minimum financial and economic capacity that stems from the position they hold at a university or at a comparable research institute.
Tenderers shall have sufficient technical and professional capacity to enable them to perform the contract in compliance with the contractual provisions. All persons responsible for carrying out the services need to have relevant work experience in the area of the tender of at least four (4) years, obtained after their graduate university degree and need to hold a tenure or tenure-track teaching position or a comparable research position at a university or a comparable research institute relevant to the area of the tender. These minimal requirements of technical and professional capacity shall be assessed on the basis of the information included in the following document(s), to be supplied by tenderers: A Curriculum Vitae (CV) of maximum three (3) pages for each member of the team planned for the performance of the contract. The CV or CVs need to show the educational and professional qualifications, the date of graduation at university level, the positions held at a university or research institute, as well as the length of service for each position held.
