(ii) Cyprus to Crete;

(iii) Crete to (mainland) Greece;

(iv) Gulf of Patras crossing.

The interconnection of these four submarine sections involves 5 landfall locations (Cyprus, Crete and 3 no. on mainland Greece).

The DMS program includes survey works on all four offshore segments, plus related nearshore and onshore surveys at the 5 respective landfalls.

The overall length of the offshore route is approximately 1400 km in length, with water depth along the route that reaches approximately 3 000 metres at areas east of Crete.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

Candidates who are selected for the second stage shall have extensive experience in undertaking major survey projects and in using the high level, sophisticated equipment and systems which are needed to undertake a major pipeline route survey, comprising both geophysical and geotechnical elements that encompasses onshore works in the landfall areas (till the onshore limits), nearshore surveys for shore approaches, shallow water (continental shelf) marine survey and deep water survey operations utilising AUV; they will have a track record of a high level of capability in data acquisition and management, data processing, geotechnical laboratory testing, mapping and Geographical Information Systems (GIS) and reporting.

Candidates shall submit information demonstrating their own track record in relation to the above. Candidates who are selected for the second stage shall routinely and regularly perform services of the same nature as those to be tendered and shall be widely recognized as providers of such services.

Furthermore, any candidate that has not undertaken a contract of comparable scale, technical scope and complexity over the last five years, either as sole contractor or as management contractor involving a limited number of sub-contractors, shall not be selected to tender. The capability to manage the diverse resources required, to develop and adhere to an acquisition and delivery schedule where operations will be run in parallel (for example, offshore, nearshore and onshore) and to provide progress and task reporting to an industry standard, is paramount in the selection process.

Equipment, technology and personnel must be available to support the anticipated need for specialist devices and for specialist geotechnical and geohazard aspects of the work. For selected Candidates, the proposed equipment shall be fully evaluated (according to selection criteria) in the second stage.

Additionally, candidates who cannot demonstrate access to at least 1 main multi-purpose survey vessel plus a secondary support vessel (if a single vessel is not deemed suitable and sufficient for the operation) for

Geotechnical operations (for the offshore work elements) will not be selected for the second stage. Candidates shall therefore submit relevant information in demonstration of the above, including a provisional vessel allocation plan for delivery of the overall survey program within the intended delivery schedule.

Candidates who cannot demonstrate compliance of their QHSE management systems with recognized standards will not be selected for the second stage. Candidates shall therefore demonstrate compliance either by submission of valid certification or by other reasonable means.

For selected Candidates, proposed personnel shall be evaluated in the second stage and subject to selection criteria. Senior (nominated at contract award) personnel will need to be on vessels at all times and those responsible for directing operations in specific technical disciplines will need qualification to first degree level and a minimum of 5 years senior operational experience.
