Sewer Diversion Works for the North London Heat and Power Project (NLHPP)
North London Waste Authority (the authority) is seeking a Contractor to carry out works to divert a sewer at the Edmonton EcoPark.

North London Waste Authority (the authority) is seeking a Contractor for the design, supply, construction and commissioning of sewer diversion works on the existing Angel and Chingford sewers. The sewer diversion works are part of the North London Heat and Power Project (NLHPP) for the development of a new energy recovery facility and associated works at the Edmonton EcoPark pursuant to a development consent order granted to the authority on 24.2.2017. A new Resource Recovery Facility (RRF) will be constructed over the existing Angel and Chingford sewers and their confluence manhole. Following Thames Water requirements on the accessibility and endurance of their asset, the prior diversion of approximately 165 m of the Angel sewer and 115 m of the Chingford sewer including the construction of new manhole access points is required to maintain access and allow the RRF to be constructed over the Thames Water asset. The sewer diversion works are on the critical path for the NLHPP. The sewer diversion works include:
(i) tunnelling works for the installation of a 1 200 mm diameter sewer along a stretch of approximately 115 m diverting the Chingford sewer, and the installation of a 1 200 mm diameter sewer along a stretch of approximately 165 m diverting the Angel sewer;
(ii) installation of a drive shaft at the confluence of the 2 sewers of approximately 9,0 m deep;
(iii) installation of reception shafts at the 2 sewers of approximately 9,0 m deep and
(iv) connection of the new sewers to the existing sewers. Further details of the required works are set out in the Memorandum of Information, forming part of the procurement documents. The works must comply with the Thames Water standards regarding their assets. The site for sewer diversion works, Edmonton EcoPark, is an operational waste management site where LondonEnergy Ltd, a private company wholly owned by the authority, operates an existing Energy from Waste (EfW) facility. Normal operation of the EfW facility is to be maintained at all times during the construction.
North London Waste Authority (“NLWA") will invite to tender the highest scoring applicants on the basis of the selection criteria set out in the procurement documents.

I.3: The Selection Questionnaire and appended memorandum of information are available. The invitation to tender (including the contract and other invitation to tender Annexes) will be made available to shortlisted Candidates. The envisaged timetable is set out in the Selection Questionnaire.
II.2.5: Quality sub-criteria and associated weightings will be set out in the invitation to tender. Tenderers should note that the authority is requesting references to support certain responses to the Selection Questionnaire. Further details are set out in the Selection Questionnaire.
II.2.7: The stated duration of the contract does not include the defects rectification period which will be 12 months after the construction period.
III.1.3: Tenderers should note that Thames Water Utilities Ltd (TWUL) has a right to vet the Contractor appointed by the authority to carry out the Works. The authority therefore intends to provide details of the shortlisted tenderers to TWUL prior to the issue of the invitation to tender. Further details are set out in the Selection Questionnaire. Tenderers should note that the authority intends to publish details of any contract awarded in accordance with the UK Government transparency policy, subject to possible redactions at the discretion of the authority. The authority reserves the right not to award the contract as a result of the procurement process commenced by the publication of this notice; and to make changes as it deems fit to the content and structure of the competition whilst ensuring compliance with the Public Contracts Regulations 2015 (SI 2015/102) and the EU Directives and in no circumstances will the authority be liable for any costs incurred by tenderers. For the avoidance of doubt, nothing in this notice, the procurement documents or in an acceptance of a tender by the authority shall be construed as an agreement by the authority to enter into the contract with the successful tenderer.
