II.2.4)Description of the procurement:
North London Waste Authority (the Authority) is seeking a contractor to design and construct the following works:
(i) a resource recovery facility (RRF) incorporating a reuse and recycling centre and associated works. It includes design and construction of the following: recycling and fuel preparation facility (RFPF), a reuse and recycling centre (RRC), offices, and staff and visitor welfare facilities, odour abatement and dust suppression plant and equipment, fire control water tanks and pump house and equipment, surface water pumps, pipework and attenuation tanks, disabled parking, vehicle and cycle and pedestrian routes and weighbridges, landscaping;
(ii) a building to be known as EcoPark House comprising of a visitor, community and education centre for the wider community, office accommodation, a boat canopy and associated works including drainage, earthworks, fencing and lighting, and clearance of the wharf;
(iii) works to the existing utilities relating to the RRF and EcoPark House, laying and installation of new utilities and groundworks. These works include the relocation or decommissioning of existing and the laying of new pipes, cables and systems for portable water, wastewater, surface water, foul water, process water, electricity, gas, and CCTV, telecoms and data. It further includes 11kV ring main ducting and cabling;
(iv) other roads and hardstanding; and
(v) landscaping.

The Memorandum of information provides background information on the Authority and the North London Heat and Power Project (NLHPP). The works are on the critical path for the delivery of the NLHPP for the development of a replacement energy recovery facility and associated works at the Edmonton EcoPark pursuant to a development consent order (The North London Heat and Power Generating Station Order (2017/215) as amended) granted to the Authority on 24.2.2017. The site for the Works, Edmonton EcoPark, is an operational waste management site where London Energy Ltd, a private company wholly owned by the Authority, operates an existing Energy from Waste (EfW) facility. Normal operation of the EfW facility is to be maintained at all times during the construction.
