High Speed Two (HS2) Ltd (‘HS2 Ltd’) is responsible for developing and promoting the new high speed railway. HS2 will initially run between London and Birmingham (Phase 1) but will subsequently be extended to link Birmingham to Manchester and Leeds (Phase 2).This periodic indicative notice (‘PIN’) relates to the forthcoming procurement for the design and build of one of the new Phase 1 Stations to be developed in Birmingham, Interchange Station.

This PIN is to alert parties/economic operators that HS2 Ltd wishes to commence pre-procurement market engagement, including seeking responses to the supplier questionnaire referred to in this PIN below.

II.2.4)Description of the procurement:

HS2 Ltd intends to procure a suitably experienced organisation, with the experience, capacity and capability of successfully delivering a design and build contract in a greenfield site with multiple stakeholders and numerous interfaces with other contracts for Birmingham Interchange Station.

The successful contractor will be required to deliver Birmingham Interchange Station within budget and programme; this will include the design, construction, commissioning and handover into service of the station as well as the associated works and services whilst complying with all constraints and undertakings and working collaboratively with HS2 Ltd, third parties, other HS2 Ltd contractors and stakeholders.

Key elements of the scope are likely to include but are not limited to design and construction of:

Birmingham Interchange station building which will be a 2 storey building to be situated to the west of the railway lines, with a concourse, 2 external island platforms, canopy structures over and various bridges. The project includes all the associated earthworks, drainage and retaining structures associated with the externals works, car parking and station building. Car parking is to be provided, located to the east and west of the railway.

4) This PIN is not a call for competition and is not published to reduce time limits for the receipt of tenders;

5) This PIN is only to alert the market to the forthcoming procurement and HS2 Ltd's intention to commence pre-procurement planning and market consultation to inform its commercial and procurement strategy for the works and services referred to in this PIN;

6) HS2 Ltd intends to launch the procurement in Q2 2020 by the publication of a further PIN and/or contract notice (or notice through Find a Tender (‘FTS’), if applicable) but HS2 Ltd reserves the right not to commence any procurement or award any contract(s) in respect of the works and services referred to in this PIN and to amend the information in this PIN;

7) Publication of this PIN is part of the normal HS2 Ltd due diligence process on its options,and the publication of this PIN does not indicate that a decision has been made on a particular route for a procurement and/or subsequent contract award, if any;

8) HS2 Ltd is not obliged to communicate with any parties/economic operators that complete the supplier questionnaire;

9) HS2 Ltd is not obliged to respond to any correspondence on this notice or any matter related to this pre-procurement market engagement exercise. The decision to include any party/economic operator in any subsequent engagement process shall remain with HS2 Ltd alone;

10) Non-participation in the market engagement exercise shall not prevent any party/economic entity from participating in the procurement;

11) Given the early stage of the procurement process, the anticipated impact of market engagement process and other internal processes, any information provided in this PIN shall be subject to change and HS2 Ltd (insofar as permitted by law), shall not be liable for any losses incurred by any party/economic operator as a result of reliance on such information.
