Titel: ACTIVE PCP Open Market Consultation for the future Pre-Commercial Procurement of R&D services on the security domain
Beschreibung: This Prior Information Notice announces the ACTIVE PCP Open Market Consultation(OMC) to engage with the market and understand the capabilities of technology providers to address the ACTIVE PCP challenge. During the OMC, a Request for Information (RFI) questionnaire will be made available to all interested economic operators and research parties in order to gather their input. Face to face and online matchmaking activities that aim to create consortia to address the common challenge, will be also organised. Four webinars will be organised in different EU languages in order to enhance the market coverage: 1.OMC webinar in Greece, 27 April 2026 (tbc) -2.OMC webinar in Germany, 28 April 2026 (tbc) -3.OMC webinar in Lithuania, 29 April 2026(tbc)-4.OMC webinar in Cyprus, 30 April 2026(tbc). In case of any updates or modifications, announcements will be made on this website. The project has received funding from the Horizon Europe Framework Programme (HORIZON) under grant agreement (GA 101226110). Zusätzliche Informationen: The ACTIVE PCP project aims to address critical gaps in personal protective equipment (PPE) for first responders facing increasingly complex threats, whether man-made or natural. They operate in hazardous and unpredictable environments, from CBRN-E incidents to natural disasters, where effective protection is critical to ensure their safety, maintain operational readiness, and enable swift responses. Innovations in PPE tailored to these shared needs not only enhance individual safety but also foster interoperability across multi-stakeholder groups during joint operations. However, current PPE limitations expose vulnerabilities that affect responder safety, performance, and morale, ultimately hindering emergency services’ and first responders’ ability to protect people, animals, and property. ACTIVE PCP seeks to leverage innovative procurement methods to stimulate research and development in the private sector, encouraging the creation of cutting-edge PPE solutions tailored to the unique challenges of modern emergency response. Through this approach, the project aspires to set new benchmarks in responder safety, efficiency, and interoperability, ultimately enhancing the resilience of emergency response systems across Europe. In this context, this Prior Information Notice announces the ACTIVE Open Market Consultation (OMC) regarding a pre-commercial procurement (PCP) of R&D services on the security domain, a joint procurement by different procurers across Europe that are all facing the same common challenge and are thus looking for similar solutions (so-called ‘buyers group’). The procurement will take the form of a pre-commercial procurement (PCP) under which R&D service contracts will be awarded to R&D providers in parallel in a phased approach. This will make it possible to compare competing alternative solutions. Each selected operator will be awarded a framework agreement that covers three R&D phases: Phase 1. Solution design. Phase 2. Prototype Development. Phase 3. Original development and testing. After each phase, intermediate evaluations will be carried out to select the best of the competing solutions. The contractors with the best value- for-money solutions will be offered a specific contract for the next phase. The selected R&D providers will retain ownership of the intellectual property rights (IPRs) that they generate during the PCP and will be able to use them to exploit the full market potential of the developed solutions. This Prior Information Notice is not a commitment to procure. The contracting authorities involved are not legally bound in any way by the outcome of the market consultation. No advantage or disadvantage will be given to any R&D provider/group of R&D providers to the detriment of others during the market consultation and the sub-sequent competitive procedure for the award of contracts.
