Beschreibung des Eignungskriteriums: Compulsory Competence 1 Technical and professional ability The bidder must demonstrate that it has relevant and sufficient experience in delivering services comparable to the subject matter of this tender. The bidder shall confirm that, within the last three (3) years, it has performed at least one (1) contract of a minimum duration of twelve (12) consecutive months for a customer, in which the bidder has delivered an identity management and/or federated identity solution and has provided services comparable in scope and complexity to the BonafID platform and associated services described in this ITT. As part of this reference, the bidder shall demonstrate that it has provided, as a minimum, the following services to this customer: delivered or implemented an identity management and/or identity federation solution in a multi-institutional environment; supported integration with Identity Providers (IdPs), Service Providers (SPs), or comparable identity ecosystems; delivered a solution suitable for production use, including operationalisation and service enablement; supported onboarding of multiple organisations or user groups into the solution; provided technical documentation, operational support, and/or knowledge transfer to enable continued service operation; demonstrated experience with integration or support of authentication-based onboarding or network access services comparable to geteduroam and/or eduroam. Compliance with this selection criterion shall be assessed on a pass/fail basis. GÉANT reserves the right to request supporting evidence during the verification phase, including reference details, contract descriptions, and confirmation of performance by the customer.

Beschreibung: GÉANT and WACREN require a clear understanding of how the Bidder intends to translate the scope and objectives of this ITT into a structured and realistic delivery approach. Given the complexity of transitioning BonafID from its current state into a production ready, regionally operated service, the delivery plan provides key insight into the Bidder’s understanding of the technical, organisational, and coordination challenges involved. Through this criterion, Bidders are expected to describe how development, deployment, onboarding, training, governance, and risk management are combined into a coherent delivery plan that supports timely implementation, effective coordination with WACREN, and sustainable service operation within the proposed 36 month timeframe. The information provided should enable GÉANT to understand why the proposed sequencing, governance structures, and delivery approach are appropriate for this assignment and how they support qualitative delivery of the required services. Bidders are expected to addresses the following elements: 1. Overall delivery approach 2. Technical approach covering development and production readiness 3. Deployment, onboarding, and training plan 4. Governance and coordination model with WACREN 5. Workplan and timeline (36months?) 6. Budget breakdown 7. Beschreibung: GÉANT and WACREN require a solution that is demonstrably suitable for deployment as a production grade, regionally operated service within a heterogeneous and federated research and education environment. Through this criterion, Bidders are expected to explain the rationale behind their proposed solution and how it will be implemented in practice to achieve the objectives of this ITT. This includes demonstrating that the solution is technically coherent, realistic to deploy, and appropriate for the operational, organisational, and adoption context of WACREN and its member NRENs. Given the transition from prototype and pilot activities to sustained service operation, it is important that the solution description shows how technical design choices, operational considerations, adoption and training strategies, and risk management are aligned and mutually reinforcing. The information provided under this criterion should enable GÉANT to understand why the proposed solution is effective, sustainable, and offers value for money over the full lifecycle of the service, rather than focusing solely on individual components or features in isolation. Bidders are expected to addresses the following elements: ● technical competence and relevance, ● coherence and realism of the turnkey approach, ● demonstrated experience with similar transitions to production, ● quality of the adoption and training strategy, ● value for money, ● delivery risk and mitigation. ● demonstrate how the solution will meet non-functional requirements including security, availability, scalability, and compliance appropriate for a multi-institution federated service. ● demonstrate how this solution will be sustained and maintained long-term and how previous experience with eduID contributes to this solution.
