Beschreibung: Pääkaupunkiseudun Kaupunkiliikenne Oy järjesti tarjouskilpailun RV Kalusto ja Varikko Oy:n toimeksiannosta MLNRV3 (Artic X34) -raitiovaunujen 700 000 km huollon vaununvälikaapeloinnin kokoonpannuista kaapelinipuista. Vaunusarjan koko on 70 raitiovaunua. Toimittajan tuli kyetä toimittamaan raitiovaunuun vaatimusten mukaisia, kokoonpantuja kaapelinippuja. Hankinnan kohde Hankinnan kohteena oli MLNRV3 (Artic X34) -raitiovaunujen kokoonpantujen vaunuvälikaapelien toimitukset, sisältäen seuraavat osa-alueet: - Signaalikaapelit - Tehokaapelit Arvioidut toimitusajankohdat ajoittuivat vuosille 2027–2030. Liitteessä 55 oli määritetty kaapeleiden tekniset vaatimukset, jotka tarjottavien kaapeleiden tuli täyttää. Tarjousten arviointiin edenneiden tarjoajien tarjoukset eivät vastanneet tarjouspyynnössä asetettuja vaatimuksia teknisen spesifikaation osalta (Liite 55). Kilpailutuksen tuloksena hankintayksikkö ei saanut yhtään hyväksyttävää tarjousta. Hankintamenettelyä ei voida jatkaa, koska tarjoukset eivät olleet tarjouspyynnön mukaisia. Edellä mainittuun viitaten on hankintayksiköllä lainsäädännön tarkoittama perusteltu syy hankinnan keskeyttämiselle. Ratkaisu ei siten vaikuta syrjivästi tarjoajiin. Hankintamenettely aloitetaan myöhemmin uudelleen alusta julkaisemalla sitä koskeva uusi hankintailmoitus Hilma-ilmoituskanavassa ja TED-palvelussa. The Helsinki Metropolitan Area Transport Company organized a tender on behalf of RV Kalusto ja Varikko Oy for the assembly of cable bundles for the maintenance of 700,000 km of MLNRV3 (Artic X34) tramway cable connections. The tram series consisted of 70 trams. The supplier had to be able to deliver assembled cable bundles that meet the requirements for the trams. Subject of the procurement The subject of the procurement was the delivery of assembled inter-car cables for MLNRV3 (Artic X34) trams, including the following components: - Signal cables - Power cables The estimated delivery dates were between 2027 and 2030. Appendix 55 specified the technical requirements that the supplied cables had to meet. The tenders submitted by the tenderers that proceeded to the tender evaluation did not meet the requirements set out in the invitation to the tender with regard to the technical specification (Appendix 55). As a result of the procurement procedure, the contracting authority did not receive any acceptable tenders. The procurement procedure cannot be continued because the tenders were not compliant with the invitation to tender. With reference to the above, the contracting authority has a justified reason within the meaning of the legislation to interrupt the procurement. The decision therefore does not have a discriminatory effect on tenderers. The procurement procedure will be restarted at a later stage from the beginning by publishing a new procurement notice concerning it in the Hilma notification channel and in the TED service.

Zentrale Elemente des Verfahrens: Tarjouskilpailu toteutetaan vesi- ja energiahuollon, liikenteen ja postipalvelujen alalla toimivien yksiköiden julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain (1398/2016, myöh. erityisalojen hankintalaki) mukaisena avoimena menettelynä. Hankinnan ennakoitu arvo ylittää erityisalojen hankintalain mukaisen EU-kynnysarvon. Tarjouksen laatimisesta ja jättämisestä, esittelystä tai muusta menettelyyn osallistumisesta ei makseta tarjoajille korvausta. Tarjoaja vastaa itse sille tarjouskilpailuun osallistumisesta aiheutuvista kustannuksista. Ennen tarjousten käsittelyä tarkastetaan, täyttävätkö Tarjoajat ESPD-lomakkeessa asetetut soveltuvuusvaatimukset. Tarjouskilpailusta suljetaan pois ne tarjoajat, jotka eivät täytä soveltuvuusvaatimuksia tai joita koskevat erityisalojen hankintalain 84 §:ssä ilmoitetut pakolliset poissulkemisperusteet. Tarjouskilpailusta voidaan sulkea myös Tarjoaja, jota koskee hankintalain 81 §:ssä mainitut harkinnanvaraiset poissulkemisperusteet. Tarjousten vertailu tehdään Päätöksenteon perusteet -kohdassa ilmoitetulla tavalla. Tarjouksen laatimisesta ja jättämisestä, esittelystä tai muusta menettelyyn osallistumisesta ei makseta tarjoajille korvausta. Tarjoaja vastaa itse sille tarjouskilpailuun osallistumisesta aiheutuvista kustannuksista. Vaihtoehtoiset tarjoukset eivät ole sallittuja. Rinnakkaiset tarjoukset eivät ole sallittuja. The call for tenders will be carried out as an open procedure in accordance with the Act on Public Procurement and Concessions for Entities operating in the Water, Energy, Transport and Postal Services Sectors (1398/2016). The estimated value of the procurement exceeds the EU threshold under the Special Sectors Procurement Act. No compensation will be paid to tenderers for preparing and submitting a tender, for presentation or for any other participation in the procedure. The costs incurred by the tenderer in participating in the call for tenders are borne by the tenderer. Before examining the tenders, it is checked whether the tenderers meet the eligibility criteria set out in the ESPD. Tenderers who do not meet the eligibility criteria or who are subject to the exclusion criteria set out in Article 84 of the Special Sectors Procurement Act will be excluded from the tender procedure. A tenderer may also be excluded from the invitation to tender if he is subject to the exclusion criteria laid down in Article 81 of the Public Procurement Act. The comparison of tenders is carried out as indicated in the Criteria for Decision Making. Tenderers shall not be remunerated for the preparation and submission of their tender, for the presentation of their tender or for any other participation in the procedure. Tenderers shall bear their own costs of participation in the invitation to tender. Alternative tenders are not permitted. Parallel tenders are not permitted.
