The evaluation of “Technical Solution” will be based on the solution description and supporting documents. Considering the scope and content of the tendered contract the Contracting Authority will focus on to what extend the submitted ensures delivery of high performing, well designed and robust transformers. In this context, the elements listed below are of particular importance: • General design - the overall technical solution for the transformer design, including dimensions and accessibility. • Core type • Weight and Size, taking into consideration how this will affect the requirements for the foundations and stations • Oil type (cf. 2. Main data) • Corrosion protection (cf. 5.4 Paint and surface treatment) • FAT- and SAT-procedure (cf. 6.5 Factory Acceptance Tests and Site Acceptance tests) Bushings (cf. 7. High-voltage connections and Bushings) • Tap changer and variation range (cf. 8. Tap Changer) • Cooling Method (cf. 9.1 Cooling method and Design) It will impact the evaluation positively to the extend the technical solution including supporting documents are detailed, thorough and precise. An overall evaluation will be made of this sub-criterion.

Bezeichnung: Sound level
Beschreibung: The evaluation will be based on a detailed and specific technical solution for the sound level cf. Section 11. “Sound Level” in Appendix 2A: Technical Specifications 63kA, doc. no. 25/12713-24 and Appendix 2A: Technical Specifications 80kA, doc. no. 25/12713-25. The Solution should include: - Chosen methods, - Processes and tools for guaranteed sound power level. The evaluation of the tendered transformers sound level is performed in 3 steps: Step 1): a. If the guaranteed sound power level is higher than the maximum value accepted, the solution will be rejected as the minimum technical requirement is not fulfilled. b. If the guaranteed sound power level is equal to or lower than the maximum value accepted, the sound level is within an acceptable range - the score is preliminary set to a value of 5 (five), and the evaluation continues to step 2. Step 2): a. If NO external sound damping method is used to obtain the guaranteed value, the evaluation continues to step 3. b. If ANY external sound damping method is used to obtain the guaranteed value, the preliminary grade is reduced depending on the extent of the applied sound damping method: i. If Sound Panels (e.g., sandwich panels) are used, 3 (three) points will be deducted. ii. If Sound Screen is used, 3 (three) points will be deducted. iii. If Sound Housing is used, 5 (five) points will be deducted. (See note *) below for further description and definition of sound damping methods.) After the preliminary grade is reduced, the evaluation continues to step 3. Step 3): a. If sound power level is EQUAL TO the maximum value accepted by the Contracting Authority, the obtained preliminary score is the result of the evaluation. b. If sound power level is LOWER than the maximum value accepted by the Contracting Authority, the final score is obtained by adding 1 (one) point to the preliminary score for every dB the guaranteed sound power level is lower than the required maximum value. The final score cannot exceed the value 10 (ten), so no extra credit will be given for sound levels more than 10 dB lower than the maximum value. *) Note Definition of type of sound damping method (Step 2b i-iii). i. Sound Panels are panels attached directly to the tank wall, only partly covering one or more sides of the tank (e.g., sandwich panels). ii. Sound Screen is attached to the tank usually covering one or more complete sides. Typically, a screen is also installed with some centimetre distance between tank and screen, so valves, jacking points etc. must be accessed through hatches in the sound screen. iii. Sound Housing is an enclosure which surrounds the main tank, and it includes a roof. A sound house typically requires a separate or specially designed foundation.

Beschreibung: For the evaluation of the sub-criteria the tenderer is allowed to propose deviations to the elements of the contract identified as competitive elements in the contract terms: • Contract Agreement (25/12713-16), • Appendix 1: General Terms and Conditions for Purchase (doc. no. 25/12713-17), • Appendix 4 Time and Payment Schedule, (doc. no. 25/12713-30) The deviations should be enclosed in the clarification list c.f. doc. no. 25/12713-15 and be included in the spreadsheet marked “Legal clarification”. The proposed deviations should be explicit and with explanation as to why they are made. Contract terms listed in section 2.7.1 are mandatory parts and deviations to these are not accepted. The tendered assignment must be performed on the basis of the attached contract terms. The tenderer is allowed to propose explicit and well-explained deviations to the listed competitive elements and the evaluation of “contract terms” will be based on the deviations. It should be noted that any deviation might impact the score as this is dependent on the content, clarity and consequence of the deviation. The following elements are considered competitive elements: • Appendix 1: General Terms and Conditions for Purchase and, where relevant, same Clauses and Sub-Clauses in the Contract Agreements: o Sub-clause 4.6 (Advance payment guarantee – except for what is stated as mandatory parts of the Tender Documents, cf. Sub-Section 2.7.1 above) o Clause 9 (Time of Delivery) o Clause 11 (Intellectual property rights) o Clause 12 (Late-delivery or non-delivery) o Clause 13 (Defects and remedies) o Clause 14 (Limitation of liability) o Clause 15 (Product liability towards Customer) o Clause 16 (Insurance) o Clause 17 (Indemnification) o Clause 18 (Performance guarantee – except for what is stated as mandatory parts of the Tender Documents, cf. sub-section 2.7.1 above) o Sub-Clause 20.4 (only the daily penalty amount) o Clause 25 (Termination) o Clause 26 (Termination for convenience) • Appendix 4: Time and Payment Schedule Deviations to these elements will be included in the evaluation and it is noted that any deviations may lead to a reduction of the score depending on the content, clarity, and consequence of the deviation. In this regard it is explicitly noted that deviations which are intended to limit liability and shift the financial risk in favor of the tenderer will be of particular importance in the evaluation. If the tenderer has no deviations to the contract terms, the maximum score of 10 will be awarded. An overall evaluation will be made of this sub-criterion. Please note that a minimum score of 4 must be achieved for the tender to be compliant, cf. sub-section 2.7.1.
