Beschreibung der Beschaffung
As part of a bilateral cooperation established since 2013 between Togo and the Federal Republic of Germany, the German Cooperation supported the Togolese government in improving the framework conditions for the development and implementation of the decentralization process, a new form of particularly ambitious cooperation has been adopted since June 2021, through the signing of the German-Togolese Partnership for Reforms. Togo has indeed joined in 2018 the 12 countries that have acceded to the "Compact with Africa" initiative, launched under the German Presidency of the G20 Summit. In this framework the Togolese government has committed to implement macroeconomic and political reforms to strengthen the framework conditions conducive to increased private investment, sustainable economic development and employment promotion. This objective is reaffirmed in the framework of the government's roadmap for Togo 2020-2025. It is in this context that the Decentralization and Governance project, which began its fourth phase of implementation in February 2022, is being implemented.
Thanks to nine years of experience in supporting the improvement of municipal administration and the implementation of decentralization, and based on the objectives of Axis 3, Good Governance and Territorial Development as a lever for inclusive growth of this reform partnership, the objectives of this phase of the Decentralization and Governance Program (ProDeG IV) have been designed.
Thus, the planned support is based on three areas of intervention:
1. Development planning and local investments, digital management of local finances and management of municipal revenues.
2. Strengthening the capacities of local authorities to play their role as local development actors and territorial development managers.
3. The framework for the implementation of decentralization and deconcentration for good local governance.
Overall, the project must therefore enable good local governance, including its role as a lever for municipal development, to be improved in order to contribute to the provision of basic economic infrastructure and public services as well as political participation at the municipal level.
Against this background the tendered contract comprises the following work packages:
1. Digital communication, territorial marketing and websites
2. Preparation and support for the use of GIS and SOLAF in the municipalities (SOLAF is a software currently piloted by the Ministry of Finance to strengthen financial management at the municipal level.)
3. Operationalization and use of an e-learning system
To this end, the contractor will deploy a team leader, a project design, steering and evaluation expert, a GIS expert and two territorial development experts as well as several short-term experts in GIS, e-learning, digital communication, IT, decentralisation and good governance.
The contractor will work closely with GIZ to support the capacity development of the Togolese government and municipalities to improve the services provided to the population.
