Sonstige Begründung: Molde University College intends to enter into a contract with Blomqvist for the procurement of the existing art collection "Skorgekunsten". The collection consists of approx. 82 concrete pieces of art by several artists and it has been loaned to and used by Molde University College for a long time. The procurement concerns the specific works included in "Skorgekunsten", and not a general need for art or the production of new pieces of art. The individual works are unique, and the collection as a whole constitutes a special and limited art collection with an established connection to the university college and its premises. No other market participants can deliver the same pieces of art or the same collection. The terms for the procurement without competition are therefore deemed fulfilled, cf. the procurement regulations § 13-4 letter b no. 1.
