Sonstige Begründung: The negotiated procedure concerns the provision of consultancy and coordination services for the development of Bid Book II for Victoria31Għawdex’s candidacy for the European Capital of Culture 2031. ARC Research & Consultancy Ltd. possesses the specific technical knowledge, accumulated project experience and detailed familiarity with the Victoria 2031 candidacy developed through its previous involvement in the bidding process. Continuity of these services is necessary to safeguard the coherence, consistency and timely delivery of Bid Book II within the prescribed ECoC timetable. For these technical reasons, the services can only be provided by the particular economic operator. The use of the negotiated procedure without prior publication was approved by the General Contracts Committee under Regulation 154(1)(b)(ii) of S.L. 601.03.
