Zentrale Elemente des Verfahrens: The aim of the procurement is furthermore to establish a framework agreement with one tenderer who shall ensure: high security of delivery and capacity, flexibility in connection with varying transport needs, safe and punctual execution of assignments, cost efficient transport systems, as well as safeguarding quality requirements, HSE, environment and sustainability. The transport assignments will mainly be carried out in Northern Norway, including areas with varying infrastructure, weather and driving conditions, but assignments in other parts of the country can also occur. Tenderers must therefore have sufficient organisational and operative capacity to handle assignments of various sizes and complexity throughout the entire contract period. The procurement shall contribute to efficient logistics and predictable operation for the Contracting Authority and support the theatre ́s social assignment on available performing arts in the whole of norway.

Beschreibung: The tenderer ́s offered system will be evaluated based on the expected climate and environmental impact when carrying out the transport assignments. Emphasis will particularly be put on the environmental qualities of the vehicles that are concretely offered under the contract, including fuel type, emission class and the expected extent of emptying between the vehicle ́s ordinary parking place/base and Hålogaland Teater. Emphasis will also be put on documented measures to reduce fuel consumption and emissions, including the use of alternative fuel or low/zero emission vehicles, reduction of idling, eco-driving/training of drivers and systematic follow-up and reporting climate and environmental impact. Begründung der Laufzeit der Rahmenvereinbarung: The maximum duration of the framework agreement is six years. The longer contract period is due to the contract ́s requirements for materials, capacity and security of delivery. Tenderers must be able to use several suitable vehicles at the same time and maintain the necessary capacity throughout the contract period. This can lead to investments or long-term financing and leasing obligations. A maximum contract period of six years will give a better opportunity to distribute such costs over the contract period and be assessed to facilitate competitive prices and broader participation in the competition.
