Begründung der Direktvergabe: Der Auftrag kann nur von einem bestimmten Wirtschaftsteilnehmer ausgeführt werden, da aus technischen Gründen kein Wettbewerb vorhanden ist
Sonstige Begründung: The website is built on Optimizely DXP version 11 and now upgraded to version 12. This version requires cloud based operation, and Optimizely no longer sells standard licences for on premise operation of version 12. This means that operation of the system can only occur via Optimizely's cloud platform. The contracting authority has assessed the market and available alternatives, and concluded that there are no other suppliers who can offer operational services for the system without using Optimizely as sub-suppliers. It is not possible to establish a real competition situation, as there is only one actor who has the technical and commercial opportunity to provide the service. Furthermore, the contracting authority has assessed the possibility of establishing a new website on another technological platform. Such a system would involve considerable costs connected to development, migration, competence building and integrations. This will also lead to a risk of delays and functional deviations. Compared with the continuation and upgrading of the existing system, it appears to be considerably more resource demanding and expensive.
