Beschreibung: CNO #: 340927: The proposed additional scope introduces two important improvements to address issues in the Cryogenic Plant of JT-60SA: U2 - “Oil Recovery System Upgrade”, aimed at correcting the decompensation in the oil level of the warm compressors; and U5 - “VLP cooling water flowmeters”, aimed at installing one mass-flow meter in the water-coolant line of each VLP to improve control of the cooling capacity of each VLP. These additional activities were originally foreseen during the preparation of Task order F4E-OFC-1703-01-01 but were not included in the initial contractual scope because the available technical information was not sufficiently mature to allow a precise cost estimate without prior on-site visit. In order not to delay the launch and timely execution of the main maintenance activities, the team decided to proceed with the initial scope and to address these additional activities at a later stage once the technical details and implementation needs had been further clarified. The proposed modification is therefore justified under Art.89f.4.a of F4E FR for Additional Scope of Work provided that Specific Contract F4E-OFC-1703-01-01 was awarded under a framework contract concluded with a single contractor. A change of contractor (i) cannot reasonably be made for technical and economic reasons linked to the need to ensure continuity with the ongoing maintenance activities, preserve the expertise acquired by the current contractor in relation to the cryogenic plant configuration, interfaces and operational constraints; (ii) would cause significant inconvenience and substantial duplication of costs for the Joint Undertaking, as it would require additional efforts to identify, procure and onboard a new contractor, as well as additional knowledge-transfer efforts, and would reduce efficiency during commissioning and operation. The additional scope therefore remains linked to the original contractual objective and does not alter the overall nature of the Specific Contract. The financial impact represents 11% of the initial contract value (including all modifications foreseen under the contract and implemented up to that moment).
