Beschreibung: The contracting authority for the tender contest is Stange municipality, the department for municipal engineering, the property department and Stange municipal housing company. The aim of the procurement is to cover the contracting authority ́s need for building materials, wood, painting products, fixing materials, tools etc., the Contracting Authority plans to enter into a framework agreement with up to three tenderers, provided that there are a sufficient amount of suitable tender offers. The distribution mechanism between the framework agreement parties will occur in accordance with the distribution mechanism requested in the document Framework Agreement Supplies. Zentrale Elemente des Verfahrens: The contracting authority manages a number of municipal buildings and has approx. 30 employees who carry out various repairs, maintenance and upgrades to the buildings, based on the reported need. There is a lot of ad-hoc repairs going on so that there is a need to obtain goods at short notice. In order to get the work carried out quickly, and as needed, employees generally pick up the goods they need in nearby building warehouses, the so-called "get-in-store" system. For slightly larger assignments/planned maintenance, goods can be ordered with delivery at the agreed location. Based on an overview of purchases in 2025, the employees in Stange municipality and Stange municipal housing company drive approx. 500 trips to the building warehouse per annum, and it is therefore essential that the travel route to the building warehouse is short. The estimated total contract value is NOK 3.0 million per annum, excluding VAT. The upper ceiling for the call-offs on the contract over 4 years is NOK 20.0 million, excluding VAT.

Zusätzliche Informationen: In accordance with loa § 5b, the contracting authority shall take climate and environment into account in all procurements in order to reduce the procurement ́s total climate footprint and environmental impact. The contracting authority shall as a main rule weight the climate and environmental considerations with a minimum of 30%. Climate and environment as the award criteria can be replaced or combined with climate and environmental requirements in the requirement specifications, if this results in a better climate or environmental effect. This procurement primarily includes a in-store system for building materials, where the contracting authority selects which products to purchase in the available assortment, picks the goods up in the store, and transports them to the contracting authority ́s locations. The contracting authority has carried out a market mapping among potential tenderers within the actual travel distance, and it is clear that all tenderers work systematically to safeguard climate and the environment, as well as product range, transport of goods to shops etc. The contracting authority has assessed that setting a number of strict minimum requirements that safeguard climate and the environment, in combination with an award criteria where the shortest travel route for collecting goods is awarded the best climate and environmental effect in this procurement. The reason is given below: Shorter travel routes for the contracting authority that collect the goods with the municipality's cars help reduce the climate footprint during the contract period, since the municipality still has some cars that go on fossile fuel. In order to safeguard the climate and environment, the contracting authority has also set minimum requirements for a maximum travel route to extract goods, requirements to carry goods with long shelf life/high quality, requirements for handling waste, requirements for wood from sustainable forestry, requirements to carry type 1 environmentally labelled product for defined product groups, broad selection of products with EPD, so that the contracting authority can make environmentally friendly choices when ordering, requirements to the internet shop as regards the possibility for filtering on environmentally friendly alternatives, in-store guideline competence as well as the requirements for vehicles in the contract period, in the cases where the tenderer must deliver goods. In addition there are qualification requirements that tenderers must have an environmental management system that contributes to a low impact on the environment when carrying out the contract. Parallel framework agreements shall also be signed with mini-competitions for major call-offs, where climate and the environment can be an award criteria.

Anskaffelsesforskriften - The procurement will be carried out as an open tender contest, cf. the Public Procurement Regulations § 13-1 (1). Full accounts will be given to the tenderer who has the shortest driving distance, measured from the contracting authority's main location in Stange city centre, Storgata 34, 2334 Stange, to the building warehouse where goods can be collected on the same day (get-in-store).
