Regardless of differences in material-specific accuracy, the resulting condition assessment shall provide an equally robust basis for decision making. - Representative and Accurate Measurement Results: To accurately determine and locate the remaining wall thickness, the accuracy of the measurement results must be representative of the entire measured length of the pipeline and provided in a segmented report. - Decision-Supporting Resolution: The primary objective is to obtain reliable condition assessments for pipeline sections typically of 100 m or greater, providing a robust basis for decision making. Within such sections, observations and measurements shall be localizable with an accuracy of a few metres. Technologies that are only effective at shorter assessment intervals do not meet this requirement. It is essential that conclusions about the condition of the pipeline network are not based on too few measurement points within the measured section. The technology must be capable of collecting data that provides a realistic and comprehensive view of the condition of the pipelines, allowing Brabant Water to make informed decisions regarding the maintenance and replacement of its pipeline network.

Sonstige Begründung: Non-invasive, non-intrusive and non-destructive pipeline inspection without disrupting or manipulating water supply. Proces: In 2024, Brabant Water conducted a structured market exploration to identify technologies capable of directly measuring the condition of drinking water pipelines under operational conditions. To ensure a broad and objective assessment of available solutions, Brabant Water engaged Isle Utilities to perform an international technology scan covering pipeline inspection technologies relevant to this challenge. Identified technologies were assessed against predefined functional requirements, including direct quantitative wall thickness measurement, applicability without interruption of water supply, suitability for asbestos cement pipelines, accurate measurements over extended pipeline lengths, and the ability to provide a reliable basis for asset management decisions. A broad range of technologies and suppliers were reviewed. Technologies that rely on indirect indicators of pipe condition, such as modelling, acoustic interpretation, statistical estimation, risk assessment, or other proxy measurements, were not considered suitable as they do not provide direct measurement of remaining wall thickness. Based on the results of the technology scan and the assessment of the identified solutions against Brabant Water’s functional requirements, Brabant Water concluded that KenWave is the only identified solution that meets all essential requirements and therefore the only solution that addresses Brabant Water’s specific need. Prior to this procurement, Brabant Water and KenWave entered a one-year trial to confirm the suitability of this technology in practice. This trial was announced on TenderNed on 13 March 2025. That announcement also included the intention to enter into a long-term agreement, being the agreement announced by means of this publication. Brabant Water N.V. is the contracting authority for this procurement. Brabant Water N.V. intends to transfer the contract to a subsidiary to be incorporated for this purpose. In the event of such transfer, the terms and conditions of the contract shall remain unchanged, and the transferee shall assume all rights and obligations of Brabant Water N.V. under the contract. The market for non-invasive, non-intrusive and non-destructive pipeline inspection technology is an evolving market. Given the developing nature of this market, Brabant Water enters into this agreement for an indefinite period. The scope of the assignment is estimated at the inspection of approximately 400 kilometres of pipeline over the first four years of the agreement. The anticipated inspection volume is approximately 40 kilometres in Year 1, 80 kilometres in Year 2, and 160 kilometres in Year 3. The remaining inspection activities are expected to be carried out in Year 4, resulting in a total estimated volume of approximately 400 kilometres. These volumes are indicative only and do not constitute a commitment by the contracting authority to procure a minimum quantity of inspection services.
