Beschreibung: Climate and environmental impacts mapped: The Contracting Authority has assessed that this procurement has the following climate and environmental impacts: • Most forms of food production have a not insignificant climate and/or environmental impact (e.g. meat production, agriculture and processing), and we assess it so that food waste in practice increases this influence. • Deforestation of tropical forests has a negative impact on climate, environment and eco-system. • Tenderers without an environmental management system will, in many cases, have a little conscious relation to their own climate and environmental impact than tenderers who have. • The use of disposable packaging has a negative impact on climate and the environment, especially the plastic based. • Conventional products have a higher environmental impact by using chemical pesticides. • Imported agricultural products have significantly higher emissions related to transport than Norwegian produced. • Fishing for endangered species or use of methods that increase the risk of extinction affects the local environment and ecosystem. The reuse of and/or recycled packaging has significantly reduced impact on climate and environment compared with the use of disposable packaging and it is clear that the requirement for all packaging to be recycled, recyclable or reusable gives a better climate and environmental effect than if it were award criteria. Organic products have a lower environmental impact than conventional products by not using chemical pesticides. In the market dialogue we received information from suppliers that setting the award criteria on the extent of organic products would not ensure us a good selection of these products, as the award criterion would be in "conflict" with the price criteria. We therefore consider it clear that the environmental effect will be improved by making requirements for ecological product for a relatively high proportion of the products in the procurement than if it were set as award criterion. Norwegian-produced agricultural products have significantly less emissions connected to the transport of imported. We consider that the total combination of requirements for Norwegian agricultural products to be offered in Norwegian seasons, requirements for the assortment to be limited, and weighting the price model for Norwegian agricultural products significantly higher than imports as part of the price criterion (in contract group 2 fresh fruit and vegetables) will give a clearly better environmental effect than if this was set as award criterion for Environment. Requirements for certified sustainable fishing for frozen fish products set the environment and the ecosystem unchanged and we consider it clear that it will have a better environmental effect than if sustainable fishing and/or certification was set as award criterion. As for transport, the market dialogue states that the market in our region is not sufficiently mature and the deliveries are therefore only required to be carried out with 100% Euro VI vehicles and that the routes shall be optimised so that empty transport is avoided. We consider that there is a major environmental benefit as the tenderers use already procured vehicles for as long as possible, as a high proportion of the emissions take place in the production of vehicles. If we avoid having requirements or criteria for fossil free transport, suppliers will be able to replace the vehicles at the natural and appropriate rate, and our procurement will not contribute to unnecessary production or replacement of vehicles. The market is also not sufficiently mature in regard to fossil free aggregates, which is very important for most deliveries in this framework agreement. The award criteria in accordance with the Public Procurement Regulations § 7-9 second paragraph shall be replaced in this procurement with climate and environmental requirements. The requirements for all sub-contracts are related to reducing food waste, optimisation of transport routes, deforestation of tropical forests, environmental management system, chemicals and packaging. There are also requirements for reporting on climate emissions, packaging and waste. Contract group 1 Groceries requires 58 organic products, in addition there are requirements regarding minimum orders, third-party fair certification and sustainable fishing. 5% lower mark-up for organic products is required in contract group 2 Fresh fruit and vegetables. We also require that Norwegian-produced agricultural products/fresh fruit and vegetables are made available to the orderers in season, with an option for limiting assortment in ordering solutions and having weighted the price model for Norwegian products significantly higher than that for imported. In contract group 3 Dairy products there are requirements for 10 organic products, and in addition there are requirements for minimum order. Reducing food waste limits the climate and environmental impact of food production, and we consider it clear that requirements for reduction of food waste will have a better climate and environmental effect than if it were set as award criterion. By requiring products with risk of deforestation to be certified or not offered, the climate, environment and ecosystem will remain unchanged and we consider it clear that it will have a better climate and environmental effect than if it were set as award criterion. Tenderers with an environmental management system have a greater focus on reducing and a more conscious relation to their own climate and environmental impact than suppliers who do not, and we therefore consider that it is clear that climate and/or environmental effect will be better than if it were set as the award criterion. The reuse of and/or recycled packaging has significantly reduced impact on climate and environment compared with the use of disposable packaging and it is clear that the requirement for all packaging to be recycled, recyclable or reusable gives a better climate and environmental effect than if it were award criteria. Organic products have a lower environmental impact than conventional products by not using chemical pesticides. In the market dialogue we received information from suppliers that setting the award criteria on the extent of organic products would not ensure us a good selection of these products, as the award criterion would be in "conflict" with the price criteria. We therefore consider it clear that the environmental effect will be improved by making requirements for ecological product for a relatively high proportion of the products in the procurement than if it were set as award criterion. Norwegian-produced agricultural products have significantly less emissions connected to the transport of imported. We consider that the total combination of requirements for Norwegian agricultural products to be offered in Norwegian seasons, requirements for the assortment to be limited, and weighting the price model for Norwegian agricultural products significantly higher than imports as part of the price criterion (in contract group 2 fresh fruit and vegetables) will give a clearly better environmental effect than if this was set as award criterion for Environment. Requirements for certified sustainable fishing for frozen fish products set the environment and the ecosystem unchanged and we consider it clear that it will have a better environmental effect than if sustainable fishing and/or certification was set as award criterion. As for transport, the market dialogue states that the market in our region is not sufficiently mature and the deliveries are therefore only required to be carried out with 100% Euro VI vehicles and that the routes shall be optimised so that empty transport is avoided. We consider that there is a major environmental benefit as the tenderers use already procured vehicles for as long as possible, as a high proportion of the emissions take place in the production of vehicles. If we avoid having requirements or criteria for fossil free transport, suppliers will be able to replace the vehicles at the natural and appropriate rate, and our procurement will not contribute to unnecessary production or replacement of vehicles. The market is also not sufficiently mature in regard to fossil free aggregates, which is very important for most deliveries in this framework agreement. The award criteria in accordance with the Public Procurement Regulations § 7-9 second paragraph shall be replaced in this procurement with climate and environmental requirements. The requirements for all sub-contracts are related to reducing food waste, optimisation of transport routes, deforestation of tropical forests, environmental management system, chemicals and packaging. There are also requirements for reporting on climate emissions, packaging and waste. Contract group 1 Groceries requires 58 organic products, in addition there are requirements regarding minimum orders, third-party fair certification and sustainable fishing. 5% lower mark-up for organic products is required in contract group 2 Fresh fruit and vegetables. We also require that Norwegian-produced agricultural products/fresh fruit and vegetables are made available to the orderers in season, with an option for limiting assortment in ordering solutions and having weighted the price model for Norwegian products significantly higher than that for imported. In contract group 3 Dairy products there are requirements for 10 organic products, and in addition there are requirements for minimum order. The contracting authority considers it clear that this gives a better climate and environmental effect.
