The procurement comprises a joint fur contract in two fasar. Phase 1 comprises the development of the project up until one fence basis with the accompanying preliminary project, target price and progress plan. Phase 2 comprises detailed engineering design services for and the execution of the project. Phase 2 is an option that the assignment can optionally execute. Beschreibung: The contracting authority has assessed the use of climate and environment as the award criterium, but concluded that climate and environmental inspections in this project will be safeguarded through concrete requirements and frameworks for project development than through evaluation of the proposal. The procurement will be in debt for a joint pile contract where central lots of the permits shall be developed in phase 1. The climate and environmental performance of the project will mostly depend on the permits that the host develop through the collaboration between the contracting authority and the valde collaboration contractor, and not by conditions that can be evaluated in a precautionary manner at the time of the agreement. The contracting authority intends to set concrete climate and environmental requirements for the project. The requirement comprises between other climate gas emissions, energy provision, material management, lifecycle costs, natural diversity, alteration ability and systematic environmental follow-up. The climate and environmental requirements shall form the basis for the project development in phase 1 and as a binding framework for phase 2. The contracting authority considers that climate and environmental inspections will have a greater actual effect through the requirement, measurements and implementation model for the project than by using climate and environment as an equivalent award criteria.
