Unique selling points of the provider
- In 2018, Fraunhofer and Spirent signed an exclusive framework agreement for cooperation in the field of Galileo PRS: Due to BREXIT and the EU regulations on handling access to Galileo PRS information, the UK company Spirent had to delete all PRS information from the day the UK left the EU. Under the framework agreement with Fraunhofer, Spirent has instead transferred all its PRS information, including IP, to Fraunhofer.
- Fraunhofer has the right to the Spirent PRS IP, including the right of exploitation with further development. In return, Fraunhofer has agreed to continue to support Spirent's existing PRS customer base and to further develop the PRS simulator option. This has resulted in "prs[ware]", which includes Spirent's IP. This means that there is no other partner for PRS simulator developments for Fraunhofer than
Spirent with its RFCS platform, as "prs[ware]" can and may only be used on this platform
- This means that there is no company other than Spirent that can provide the RFCS platform suitable for prs[ware], as Fraunhofer's developments can only be used on Spirent's GSS9000 platform. The IP used by Spirent alone and made available to Fraunhofer through the framework agreement has a scope of >20 person-years. It is not possible to develop an alternative to prs[ware] for another platform with comparable quality within the specified time frame and within the available financial resources.
- Furthermore, the other, non-PRS conditions in the EUSPA contract can only be met with Spirents GSS9000 hardware; we know of no other simulator platform which (in addition to the Fraunhofer development of prs[ware]) also has the following properties (== unique selling points):
o 0.3 mm RMS pseudorange accuracy
o 1000 Hz update rate across all signals / systems
o Support of military GPS signals, parallel to prs[ware] operation
o Flexible reconfiguration for Fixed Radiation Pattern Antenna (FRPA), Controlled Radiation Pattern Antenna (CRPA), and Over-the-air (OTA) modes
o Validated PRS solution by ESA
