Sonstige Begründung: Justification for direct award: The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons Direct award justification (English): The contracting authority intends to award a contract for the delivery, integration, and commissioning of a clinical console platform for ultra-high-field (UHF) magnetic resonance imaging (MRI) research and clinical applications at 14T field strengths. The procurement concerns a highly specialized system and associated engineering support, fulfiling the folowing key technical and functional requirements: Clinical console software platform applicable for UHF MR operation at 3T, with compatibility and scalability to 14T, Complete RF chain components, including (initialy 20 channel Tx, 80 channel Rx, extendable to 36 channel Tx, 128 channel Rx, multi nuclei 80 MHz – 600 MHz, transmit/receive modules, RF switches, preamplifiers, etc.), Integrated safety subsystems complying with relevant clinical and regulatory standards, Certification for clinical operation at 3T and/or 7T, with scalability to 14T. Proven capability for RF chain modification and scaling between 3T and 14T configurations. Ful integration with magnet systems and patient tables provided by external vendors. Software and firmware integration of 14T-specific modifications into the supplier’s standard 3T or 7T mainstream platform. Availability of a fuly functional MR pulse sequence programming environment for research use. The selected supplier wil act as main contractor for the delivery and integration of third-party components (such as RF amplifiers, gradient amplifiers, HOS amplifiers and other subsystems).Demonstrated large instaled base of clinicaly applied (U)HF MR systems. Provision of approximately 12 man-years of integration support by qualified UHF MR system engineers. Due to the highly specialized and proprietary nature of the required hardware, software, and integration capabilities, the contracting authority intends to place the order with a pre-selected supplier possessing unique technical competence, proven experience, and a demonstrated track record in clinical UHF MR instalations meeting the above criteria. If you (nevertheless) believe that you are able and wiling to carry out this assignment and, given the aforementioned condition and assignment description, could also submit a competitive o fer for this purpose, you can object by initiating summary proceedings within no later than 20 calendar days of announcement. This 20-day objection period is an expiry period. If summary proceedings are not instituted in time, the contracting authority wil be free to proceed with the assignment and you wil no longer be able to oppose this, as wel as al possible (claim) rights to compensation as wel as al other claims that would frustrate the (execution of) the present assignment wil lapse.
