Begründung der Direktvergabe: Besondere Ausnahmen für Dienstleistungsaufträge
Sonstige Begründung: It is proposed to contract Transparency International, through a negotiated procedure, to take on the function as Anti-Corruption Helpdesk supporting the European Commission at HQs and EU Delegations to mainstream anti-corruption and apply effectively democratic governance, transparency and accountability principles. This contract will: 1 produce and disseminate knowledge resources, such as practical toolkits, policy briefs, and case studies on corruption prevention; 2 organise and deliver capacity building initiatives, including training sessions, workshops, and e-learning modules; 3 provide technical support with real-time guidance and expert advisory services on risk mitigation and compliance in Global Gateway specific sectors, conducting on demand research briefs / political economy analysis, sector analysis, quick helpdesk answers, and contributing to project and programme development and policy dialogue (e.g. developing Logframes/indicators) to monitor implementation. Transparency International not only has unique technical competence on anti-corruption in a development context but also has the capacity to take on assignments from EUDs and HQ, not least because of their field presence in many of the EU partner countries. In addition, Transparency International has a solid reputation as a convening power for anti-corruption related issue and an extensive network of partners. It has already been engaged in the past to deliver anti-corruption help-desk services to EU Delegations and HQs and provides the same service to EU MS through a sub-contract to a third party. Transparency International has successfully implemented a number of projects for the Commission and has good knowledge of EU development cooperation with a focus on transparency, accountability and the Rule of Law.
