Procedura de atribuire a acordului - cadru de „Lucrări și servicii de reparare și întreținere drumuri județene aflate în administrarea Consiliului Județean Gorj” constă în atribuirea (încheierea) unui acord-cadru cu un singur operator economic și cu durata de 4 ani de la data intrării în vigoare a acestuia, care să stabilească: termenii, condițiile, precum și cadrul legal, financiar, tehnic, organizatoric și administrativ pentru atribuirea contractelor subsecvente, ale căror elemente esențiale sunt determinate de acesta, respectiv: minim 4 contracte subsecvente și maxim 16 contracte subsecvente.
Scopul: asigurarea executării de lucrări și servicii de reparare și întreținere drumuri județene aflate în administrarea Consiliului Județean Gorj, în condiții de operativitate și eficiență financiară, în funcție de necesitățile autorității contractante și în limita bugetului alocat cu această destinație.
Frecvența de atribuire a contractelor subsecvente: pe durata acordului-cadru de patru ani, se vor atribui minim patru contracte subsecvente (cel puțin câte unul pentru fiecare an) și maxim 16 de contracte subsecvente (de regulă trimestrial pe parcursul celor patru ani).
Estimările cantităților minime și maxime care ar putea fi solicitate pe durata întregului acord-cadru, precum și ale cantităților minime și maxime care ar putea face obiectul unui singur contract subsecvent sunt prevăzute în anexa nr. 14 la caietul de sarcini.
Se pot solicita clarificări înainte de data limita de depunere a ofertelor cu 18 zile, termen precizat și în Fișa de date la secțiunea I.3.
Termenul în care autoritatea contractantă va răspunde în mod clar și complet la toate solicitările de clarificări este în a 10-a zi înainte de termenul stabilit pentru depunerea ofertelor.

Rețeaua de drumuri publice județene este constituită dintr-un număr de 34 drumuri județene, cu o lungime totală de 834,592 km, din care 784,801 km modernizați, 37,486 km pietruiți, 11,929 km de pământ și 0,380 km pavaj, cu o stare de viabilitate precară, determinată atât de structura rutieră îmbătrânită și ieșită din perioada normală de funcționare (circa 75%), cât și de traficul de mare tonaj, în continuă creștere pe marea majoritate a acestora.
