Achiziţia este necesară pentru realizarea lucrarilor de execuţie şi modernizare a instalaţiilor electrice de medie şi joasă tensiune.

Executare Lucrări în instalaţiile MT/ JT include: Linii electrice aeriene medie tensiune (LEA MT), linii electrice subterane medie tesiune (LES MT), linii electrice aeriene joasă tensiune (LEA JT), linii electrice subterane joasă tensiune (LES JT), branşamente şi posturi de transformare aeriene (PTA) posturi de transformare şi puncte de alimentare în construcţii independente sau civile (cabina secundara), reţele de iluminat public.

Lucrarile de mentenanţă constau în: revizii tehnice (RT), reparaţii accidentale (RA), reparaţii de nivel III (R1), pentru instalaţiile din RED aparţinând S.C. E- Distributie Muntenia S.A., în vederea păstrării sau restabilirea disponibilităţii, fiabilităţii şi siguranţei în exploatare a echipamentelor şi instalaţiilor energetice.

Lucrarile de executie si modernizare constau în: modernizarea instalatiilor existente, extinderea de retele de joasa tensiune aeriene si subterane, securizarea grupurilor de masura, modernizarea si cresterea capacitatii de distributie a retelelor existente, imbunatatire nivel tensiune in retelele existente prin injectii noi (posturi trafo, retele MT/ JT, etc), aparţinând SC E- Distribuţie Muntenia SA.

Executia acestor activitati este una extrem de importanta si necesara pentru satisfacerea cerintelor clientilor si reducerea CPT.

Frecventa contractelor subsecvente -ce vor fi atribuite este trimestriala.

Numarul de zile la care se pot solicita clarificari inainte de data limita de depunere a ofertelor este de 15 zile -Entitatea Contractanta va raspunde in mod clar si complet tuturor solicitarilor de clarificari in a 10 a zi inainte de data limita stabilita in Anuntul de participare pentru depunerea ofertelor.

Intreaga documentatie de atribuire este disponibila in noul sistem SICAP (https://sicap-prod.e-licitatie.ro/pub) si este atasata anuntului de participare.

Pentru vizualizarea documentatiei de atribuire incarcata in SICAP, operatorii economici trebuie sa aiba instalat un program necesar vizualizarii fisierelor semnate electronic, acest program fiind disponibil pe site-urile de internet ale furnizorilor de semnatura electronica.

Eventualele clarificari la documentatia de atribuire se depun online in SICAP.

Raspunsurile la eventualele clarificari la documentatia de atribuire se vor atasa anuntului de participare.

In cf cu art.22 alin(6)din HG 394/2016 modul de completare DUAE se va face conform notificarii ANAP nr.240/2016. Ofertantii vor completa DUAE, utilizand formularul atasat documentatiei de atribuire (document editabil – format .xml). DUAE poate fi deschis utilizand link-ul: https://ec.europa.eu/growth/tools-databases/espd/filter.

Un operator economic care participa pe cont propriu si care nu se bazeaza pe capacitatile altor entitati pentru a îndeplini criteriile de calificare si selectie, va completa un singur DUAE.

Un operator economic care participa pe cont propriu, dar se bazeaza pe capacitatile uneia sau mai multor alte entitati (terti sustinatori/subcontractanti) este raspunzator pentru depunerea în cadrul procedurii a propriului sau DUAE, precum si a câte un DUAE separat pentru fiecare dintre entitatile pe care se bazeaza.

De asemenea, în cazul în care grupurile de operatori economici, inclusiv asociatiile temporare, participa împreuna la procedura de achizitie sectoriala, trebuie prezentat câte un DUAE separat care sa cuprinda informatiile solicitate în partile II-V pentru fiecare dintre operatorii economici participanti în cadrul grupului.

Entitatea contractanta are dreptul de a exclude din procedura pentru atribuire a contractelor orice ofertant care nu si-a îndeplinit sau si-a îndeplinit în mod defectuos obligatiile contractuale fata de ENEL, din motive imputabile ofertantului în cauza, fapt care a produs sau este de natura sa produca grave prejudicii beneficiarilor acestuia (Legea 99/2016, art. 180, lit.g).

Operatorii economici, la depunerea ofertei in cadrul procedurii, vor tine cont de prevederile art. 53, 54 din HG nr. 394/2016.

Conform Notificarii ANAP 240/2016, perioada minima pe parcursul careia ofertantul trebuie sa isi mentina oferta: 120 zile de la termenul limita de depunere a ofertelor.

Ofertantul are obligatia de a elabora oferta, in limba romana, in conformitate cu prevederile din prezenta documentatie de atribuire. Toate documentele emise in alta limba decat romana vor fi insotite de traducerea autorizata a acestora in limba romana.

Documentele justificative care probeaza indeplinirea celor asumate prin completarea DUAE, urmeaza a fi prezentate, doar la solicitarea Entitatii Contractante, ofertantilor clasati pe primele trei locuri ca urmare a rezultatului obtinut in urma finalizarii licitatiei electronice (conform art 205. alin 2 din Legea 99/2016, coroborat cu art . 138 alin. 2 din HG394/2016, Notificare ANAP 245 din 1 sept 2016).
