Proiectele de tip „Quick Wins” - Lucrări punctuale de eliminare a restrictiilor de viteză, cresterea vitezei de circulatie respectiv cresterea sigurantei pe calea ferată, fac parte din Master Planul General de Transport al României (MPGT) si sunt incluse la finantarea din Planul National de Redresare si Rezilientă a României (PNRR).
Obiectivul general al setului de proiecte tip „Quick Wins” constă în eliminarea restrictiilor de viteză prin lucrări ce vor viza elementele suprastructurii căii ferate (sina, traversele, aparatele de cale, piatra spartă) sau orice alt element care va conduce la cresterea vitezei de circulatie pentru trenurile de călători si marfă, cu impact direct si imediat asupra duratei de călătorie si/sau asupra cresterii sigurantei si confortului călătorilor.
Pe raza SRCF Bucuresti s-au identificat urmatoarele tronsoane de cale ferata, prezentate in tabelul urmator

Additional information
Un operator economic poate participa la procedură numai dacă este înregistrat în SEAP.
2. Corespondenta si toate documentele depuse de operatorii economici vor fi în limba română, sau însotite de traducere autorizată în limba română.
3. Documentatia de atribuire se postează integral în cadrul anuntului de participare publicat pe site–ul www.e-licitatie.ro.
4. Solicitările de clarificări ale potentialilor ofertanti se vor adresa în mod exclusiv în SEAP în cadrul procedurii de atribuire derulate prin mijloace electronice.
5. Răspunsurile la solicitările de clarificări se vor posta în termenul legal (conf. art.29 alin. (3) din H.G. nr.394/2016) în cadrul anuntului de participare publicat pe site–ul www.e-licitatie.ro. Entitatea contractantă nu va da curs solicitărilor adresate prin altă modalitate de comunicare.
6. Comisia de evaluare va transmite solicitările de clarificare privind ofertele depuse prin intermediul SEAP. Ofertantii vor transmite răspunsurile la clarificări si eventualele documente solicitate pe parcursul evaluării ofertelor prin intermediul SEAP, integral în sectiunea corespunzătoare respectivei solicitări, sub forma unuia sau a mai multor documente/fisiere distincte semnate cu semnatură electronică.
7. În cazul în care două sau mai multe oferte sunt clasate pe primul loc, cu preturi egale, departajarea se va face conform prevederilor art.146 alin.(3) din H.G. nr.394/2016 cu modificările si completările ulterioare.
În continuarea sectiunii III.1.6.a) - Restituirea garantiei de participare se realizează potrivit art.44 din H.G. nr.394/2016, în baza cererii scrise, conform Formularului nr. 5 din sectiunea formulare si modele de documente.
În cazul depunerii de oferte de către o asociere de operatori economici, garantia de participare trebuie constituită în numele asocierii si să se mentioneze că acoperă în mod solidar toti membrii grupului de operatori economici. În cazul constituirii garantiei de participare sub formă de scrisoare de garantie de participare/ OP/ orice alt instrument de garantare emis în conditiile legii de o societate bancară ori de o societate de asigurări, se va transmite în SEAP, în format electronic, semnată cu semnatură electronică, până la termenul limită stabilit pentru depunerea ofertelor. Garantia de participare emisă în altă limbă se va încarca în SEAP însotită de traducere autorizată în limba română.
