Short description
Detalierea operatiunilor care constituie obiectul achizitiei se regaseste detaliat la nivelul caietului de sarcini parte a documentelor prezentei achizitii.
În cadrul acestei proceduri, beneficiarii achizitiei si semnatarii acordului-cadru sunt mai multe autoritati contractante care, in baza art. 44 din Legea nr. 98/2016 realizeaza in comun prezenta achizitie, autoritatea contractanta care este mandatata sa organizeze prezenta procedura de atribuire ca lider de asociere fiind D.A.U.I. S4, si in continuare prin Autoritate Contractantă se va intelege oricare dintre autoritatile contractante beneficiare/semnatare ale acordului-cadru.
Autoritatile contractante care se asociaza pentru realizarea prezentei achizitii in comun sunt:
Direcția de Administrare a Unităților de Învățământ Sector 4 - Lider de asociere,
Sectorul 4 Al Municipiului București - Membru de asociere,
Direcția Generală De Impozite Și Taxe Locale Sector 4 - Membru de asociere,

Numarul de zile pana la care se pot solicita clarificari inainte de data limita de depunere a ofertelor: 20 zile. Atunci când doua sau mai multe oferte admisibile au punctaje egale si sunt clasate pe acelasi loc, în primele 5 ale clasamentului, în vederea departajarii lor pentru a fi atins numarul de operatori economici cu care se doreste a fi încheiat acordul cadru (5), autoritatea contractanta va stabili castigatorul in functie de pretul cel mai mic ofertat, daca si preturile sunt egale autoritatea solicita respectivilor ofertanti reofertarea pretului, fara ca acest lucru sa afecteze poz. superioare în clasament ocupate de ceilalti ofertanti.
Un operator economic poate participa la procedura numai daca este inregistrat in SICAP.
Pentru a accesa DUAE se va folosi urmatorul link: https://ec.europa.eu/growth/tools-databases/espd/filter. Se va avea in vedere Notificarea ANAP privind completarea DUAE.
Corespondenta si toate documentele depuse de operatorii economici vor fi in limba romana, sau insotite de traducere autorizata in limba romana.
Solicitarile de clarificari ale potentialilor ofertanti se vor adresa in mod exclusiv in SICAP la Sectiunea ”Intrebari” din cadrul procedurii de atribuire derulate prin mijloace electronice. Raspunsurile la solicitarile de clarificari se vor posta in termen legal la rubrica de "Documentatii, clarificari si decizii" a anuntului de participare publicat pe site –ul www.e-licitatie.ro. Autoritatea contractanta nu va da curs solicitarilor adresate prin alta modalitate de comunicare.
Comisia de evaluare va transmite solicitarile de clarificare privind ofertele depuse, in SICAP la Sectiunea “Intrebari”. Operatorii economici vor transmite raspunsurile la clarificari si eventualele documente solicitate pe parcursul evaluarii ofertelor prin intermediul SICAP (Sectiunea “Intrebari”), integral in sectiunea corespunzatoare respectivei solicitari, sub forma unuia sau a mai multor documente/fisiere distincte semnate cu semnatura electronica.
Riscul depunerii de documente care nu pot fi vizualizate/deschise este in sarcina ofertantului, sub sanctiunea respingerii ofertei
