Description: Autoritatea contractantă este Autoritatea Navală Română (ANR), instituție publică cu finanțare extrabugetară și personalitate juridică. Autoritatea Navală Română este organul tehnic de specialitate sub autoritatea Ministerului Transporturilor și Infrastructurii prin care acesta își exercită funcția de autoritate de stat în domeniul navigației. ANR este organizată și funcționează potrivit prevederilor HG nr. 1133/2002 și a OG nr. 42/1997 privind transportul maritim și pe căile navigabile interioare, modificată și completată prin OUG 74/2006. Având în vedere faptul ca atribuțiile ANR sunt de inspectie, control si supravegherea navigatiei, purtarea uniformei de serviciu este esentiala in activitatea desfasurata de personalul ANR din aparatul propriu central si din cadrul organelor teritoriale operative. Personalul Autorităţii Navale Române, denumită în continuare ANR, poartă uniforma de serviciu cu gradele şi însemnele specifice în timpul exercitării atribuţiilor de serviciu, în diferite misiuni şi la festivităţi, precum şi pe durata frecventării unor cursuri de perfecţionare profesională. Având în vedere obiectivele propuse de către Autoritatea contractantă, achiziția respectivelor articole de echipament va conduce la asigurarea uniformelor cu caracter obligatoriu care sunt necesare pentru desfășurarea activităților în timpul programului de lucru și a misiunilor specifice, la parametrii de calitate impuși prin specificațiile tehnice, care oferă confort și rezistență la purtare intensivă. Achiziția centralizată a acestor articole, creează premisele obținerii unor produse pentru care calitatea și prețul sunt mai bune față de cele obținute prin achiziția neunitară a produselor de către autorități contractante distincte. Necesarul de echipament se stabilește în baza Ordinul nr.2358/2022 pentru aprobarea Regulamentului privind forma, însemnele specifice, modul de acordare şi durata de folosinţă a uniformelor şi a echipamentului de protecţie sau de lucru pentru personalul Autorităţii Navale Române, cu modificările și completările ulterioare. Obiectivul general la care contribuie furnizarea produselor Obiectivul general al achiziției îl reprezintă actualizarea modelelor potrivit modificărilor legislative introduse prin Ordinul nr. 2358/2022, pentru aprobarea Regulamentului privind forma, însemnele specifice, modul de acordare şi durata de folosinţă a uniformelor şi a echipamentului de protecţie sau de lucru pentru personalul Autorităţii Navale Române, și a asigurării unor articole de echipament conform necesităților personalului A.N.R., care să asigure confort și aspect corespunzătoare în vederea participării acestora la activitățile zilnice și misiunile specifice, la care se impune portul uniformei de serviciu. Obiectivul specific la care contribuie furnizarea produselor Având în vedere prevederile legislației incidente, în vigoare, respectiv ale Ordinului nr. 2358/2022, potrivit cărora ”articolele de echipament acordate anterior datei de intrare în vigoare a prezentului regulament se înlocuiesc, cu excepția celor care corespund din punctul de vedere al culorii și modelului de confecționare” coroborate cu faptul că, la articolele de echipament care fac obiectul acestui caiet de sarcini, la nivelul A.N.R., nu sunt în vigoare contracte/acorduri – cadru de furnizare, s-a determinat contextul care impune demararea prezentei proceduri de achiziție publică. Produsele ce fac obiectul prezentei achiziții se lotizează pe 8 loturi, în funcție de caracteristicile tehnice ale materialelor, de necesitatea purtării împreună a anumitor articole de echipament (sacou cu pantaloni/fustă) și specificațiile aferente fiecărui produs.
