Maintenance and service of manual extinguishing equipment, as well as the procurement and replacement of manual extinguishing equipment. The framework agreement ́s main area is inspections and service, but it also includes the delivery of new extinguishing equipment when the existing equipment must be replaced, or there is a need for further equipment. The framework agreement shall ensure that Oslobygg ́s manual fire extinguishing equipment is controlled and maintained and involves improvements/installation of hand extinguishers and fire hoses, destruction of hand extinguishers/waste handling, control/set up of plough signs and all work operations that are necessary for the equipment to function as intended. Oslobygg has approx. 2,800,000 m2 property and has new projects in its portfolio. There are currently hand extinguishers and fire hoses in more than 714 properties and 1,119 buildings. Attached is an overview of the estimated number of extinguishing equipment for each property/building, annex 7. Our properties have more than 4,530 fire hoses and 5,690 hand extinguishers. The overview is not exhaustive and it must be taken into account that there can be equipment and properties that are not in the overview. The contracting authority draws attention to the fact that the estimated value is based on historical data and the expected future need. The estimate is only a guideline and is without obligation for the Contracting Authority. ----------------------------------------

DescriptionThe contracting authority has identified the most important climate drivers in this contract, which is the transport, and replacement of existing materials for new. It is considered that fire extinguishing equipment can be reused as long as it complies with Norwegian standards with correct maintenance. Furthermore, the market is considered mature to set requirements for emission free transport. Experience points out that it is established to be able to carry out the transport with, among other things, electric cars. This means that there is clearly a higher share that will use environmentally friendly transport through requirements than if it should have been competed through the award criteria, as what can be competed on is something that market surveys already show the suppliers have invested in. The requirements set in the requirement specification reduce the most significant climate and environmental impact and are in the upper layer of what the market can deliver. If the requirements for transport and systems are altered to award criteria, it is likely that systems with greater climate and environmental impact will be used. Consideration is made that it gives a clearly better climate and environmental effect to include requirements in the requirement specifications than the award criteria. (Criteria are in their character relative, while the requirements are absolute. Thus, setting requirements will be the only way to ensure that a given climate and environmental consideration is achieved, provided that the market can deliver.) This is to be carried out by presenting a referral from the requirement specifications to the relevant provisions in the contract. We find on the above mentioned basis that it clearly gives a better environmental effect to set environmental requirements in the requirement specifications, than to use the environment as an award criterion. The environment will therefore not be set as the award criteria in this competition.
