Main features of the procedure: UWV heeft ervoor gekozen om de hulpmiddelen en aanverwante diensten voor gebruikers door middel van een inkoopkader te contracteren. Er wordt een raamovereenkomst gesloten met elke aanvrager op wie geen van de uitsluitingsgronden van toepassing is, voldoet aan de minimale geschiktheidseisen en zijn diensten voldoen aan de eisen die opgenomen zijn in het inkoopkader. Van belang is dat het inkoopkader tijdens de gehele looptijd de mogelijkheid biedt aan geïnteresseerden om een aanvraag voor een raamovereenkomst in te dienen. Deze procedure, die ook wel bekend staat als een ‘Open house’-systeem, brengt met zich mee, dat er geen sprake is van een overheidsopdracht in de zin van de Europese Richtlijn 2014/24 en de Aanbestedingswet 2012. De Aanbestedingswet, met uitzondering van de beginselen uit Hoofdstuk 1, is derhalve op dit inkoopkader niet van toepassing. In dit inkoopkader wordt op enkele plaatsen gemakshalve verwezen naar bepaalde artikelen uit de Aanbestedingswet. Daar waar dit gebeurt, is dit slechts bedoeld om aan te sluiten bij dat specifieke artikel en wordt hiermee niet de Aanbestedingswet van toepassing verklaard.

De software is specifiek bedoeld om gebruikers met een visuele of motorische beperking te ondersteunen doordat informatie bijvoorbeeld wordt vergroot, wordt voorgelezen, uitgevoerd in braille, of de bediening van de computer via spraakinvoer mogelijk is. - Andere specialistische software: Software zoals stemtechnologie die fluisterspraak of aangedane spraak omzet naar een heldere verstaanbare stem of eyetracking waarmee bediening van een computer door oogbeweging mogelijk wordt gemaakt. - Ondersteunende IT-middelen: Gespecialiseerde software kan geleverd worden in combinatie met hardware. Met hardware bedoelen we ondersteunende IT-middelen zoals een laptop of tablet waarop een besturingssysteem is geïnstalleerd.
