Description: Intretinere curenta pe timp de iarna -DRDP-Buzau –SDN Buzau - Acord cadru 4 ani. Valoare estimata maxima acord cadru: 86.967.882,51 lei, fara TVA. Frecventa si valoarea contractelor care urmeaza sa fie atribuite: minim 1 contract subsecvent pe an. Valoarea celui mai mare contract subsecvent : 22.991.963,21 lei fara TVA. Cantitatile minime si maxime aferente acordului cadru cat si cantitatile estimate minima si maxima aferente unui contract subsecvent se regasesc ca Anexe la documentatia de atribuire/caietul de sarcini. A. Conform art. 160 alin. 1 din Legea 98/2016, termenul limita pana la care orice operator economic interesat de participarea la procedura de achizitie publica are dreptul de a solicita clarificari/informatii suplimentare in legatura cu Documentatia de Atribuire este in a 20-a zi inainte de data limita de depunere a ofertelor. B)Conform obligatiei prevazute la art.160 alin 2 din Legea 98/2016, modificata si completata, autoritatea contractanta va raspunde in mod clar si concret la toate solicitarile de clarificari in a 11-a zi dinainte de termenul limita stabilit pentru depunerea ofertelor. Orice solicitare de clarificare transmisa dupa data mentionata la punctul A), va pune autoritatea contractanta in imposibilitatea de a oferi un raspuns in termenul mentionat la punctul B) si drept urmare orice solicitare de clarificare in termenele mentionate se va considera tardiva. C. Orice solicitare de clarificare transmisa dupa data mentionata la punctul A, va pune AC in imposibilitatea de a oferi un raspuns si drept urmare se va considera TARDIVA. D. Orice solicitare de clarificări trebuie transmisă în SEAP (http://sicap-prod.e-licitatie.ro/pub).

In conformitate cu Art.21 din Normativul AND 525/2013, "Utilajele si echipamentele specifice pentru deszapezirea drumurilor, prevenirea si combaterea poleiului si inzapezirii se vor prezenta in unitatile operative de actiune gradual, in functie de fenomenele meteorologice, pana la: - 20 octombrie pentru zonele climaterice reci; - 1 noiembrie pentru celelalte zone climaterice."

Punctajul se calculeaza prin rotunjire la 2 (doua) zecimale. MODALITATE DE INDEPLINIRE: In vederea acordarii punctajelor, Ofertantul trebuie sa prezinte documente justificative pentru fiecare utilaj propus pentru factorul tehnic de evaluare (carti de identitate, certificate de inmatriculare, fisa tehnica sau alte tipuri de documente din care sa reiasa norma de poluare). In cazul in care in cadrul unei oferte vor fi prezentate mai multe utilje decat cele impuse de autoritatea contractanta, pentru punctare vor fi luate in calcul utilajele mentionate de ofertant in cadrul Declaratiei privind dotarea cu autovehicule, autoutilaje si echipamente. Nu se acorda punctaje intermediare.Justificare: Avand in vedere instructiunile CNAIR S.A – D.I.D.N.A, acest factor de evaluare a fost stabilit in mod unitar pentru toate D.R.D.P- urile si a fost ales intrucat toate autoutilajele folosite au un impact semnificativ asupra nivelului calitativ de executare a contractului. Autoutilajele solicitate prin caietul de sarcini trebuie sa fie la un nivel superior din punct de vedere tehnic , pentru o eficienta a prestatiilor intr-un timp optim, astfel incat sa nu existe sincope in derularea acordului cadru.Importanta majora a acestui tip de contract este inchirierea autoutilajelor care pot face diferenta in conditii de iarna , astfel ca factorul de evaluare Norma de poluare are un rol foarte important in alocarea autovehiculelor si mai mult decat atat al autobasculantelor , intrucat acestea au un impact semnificativ asupra nivelului calitativ de executare al contractului.
