On behalf of the Eastern Solent Coastal Partnership (ESCP), Portsmouth City Council (the 'Authority') has awarded a multiple-lot, multi-supplier framework for the delivery of minor coastal engineering works across a number of authorities along the south coast of England.
2 lots under the framework were awarded 4.9.2017. Due to significant amends to the minor coastal maintenance lot after tender release it was relaunched separately and forms its own award.
The framework will be available for the contracting authorities named within the invitation to tender document for 4 years to let call-off contracts.
The total value of the framework is estimated to be in the region of 1 500 000 GBP per annum and up to 6 000 000 GBP across its duration. Estimated annual spend on the minor coastal maintenance lot is approximately 600 000 GBP. These values are for guidance only and are not guaranteed minimum or maximum values, which may be exceeded due to unforeseen circumstances such as storm damage.

Description of the procurement
This lot is for non-complex and low value planned or reactive maintenance works up to a typical value of 20 000 GBP. Example works may include, but are not limited to, repointing, concrete slab and seawall remedials, seawall hand railing, debris removal, urgent H&S works, flap valves, concrete bagwork, prom and slipway clearances.
By exception the value of works through this lot may exceed 20 000 GBP in circumstances such as, but not limited to, longer term, multiple phase non-complex works or emergency works.
In order to establish the lot bids were submitted for the delivery of armorloc revetment repairs at Warblington, Havant. The total score of which provided the overall score for the lot and rankings were awarded based on the descending order of these scores.
10 suppliers have been appointed onto this lot; with the top 4 ranked bidders being awarded a place on the Primary Tier, subject to meeting additional Primary Tier minimum requirements, and the next 6 awarded a position on the Secondary Tier.

To enable the framework to remain effective throughout its duration flexibility has been built into its operation through the use of supplier tiering and the optional use of special mini-competitions to re-establish lot structures or create additional specialist lots and/or sub-lots as required.
Primary Tier suppliers will be approached in the first instance for the majority of package orders and standard works relevant to that lot. In order to be appointed a place on the Primary Tier suppliers had to commit to undertaking works within the Eastern Solent Coastal Partnership region covering Portsmouth, Havant, Fareham and Gosport for any value of work and be able to demonstrate satisfactory experience of essential core skills, as detailed in the lot specific supplier requirements document.
Secondary Tiers will be used on a reserve basis if there are capacity or capability issues with Primary Tier suppliers. This may include for instances where Primary Tier suppliers opt out of bidding for the works; where the scope of the works are of a specialist nature and were not tested at framework set-up; or the value of the works are anticipated to be significantly higher than typical values.
On occasion and under special circumstances, the Authority reserves the right to run special mini-competitions under this lot to establish project specific shortlists, additional sub-lots that may be utilised for the remaining duration of the framework or to re-establish supplier rankings across the tiers to ensure on going effective competition in the Primary Tier. New sub-lots may be drawn up based upon geographical or specialist work considerations. Where special mini-competitions are used suppliers on both the Primary and Secondary tiers will be invited to bid. Where a requirement cannot be satisfied via this approach the Authority reserves the right to undertake further procurement processes to let individual contracts and/or further framework agreements which may or may not be advertised dependent upon the aggregate value of the works in question.

The minor coastal maintenance lot was originally included within OJEU Contract Notice 2017/S 086-167236 but was removed via corrigendum 1.6.2017 due to feedback from suppliers surrounding supplier minimum requirements.
The requirements were felt to be set too high in terms of technical and professional ability and as such was softened to allow for demonstration of skill and demonstration of experience or appreciation of working in an intertidal area to be separated out. These revised requirements were agreed relatively late during the tender process and therefore the lot was cancelled from the process and was relaunched under its own project and voluntary OJEU Contract Notice.
Although this process is inviting tenders against minor coastal maintenance only, once awarded the lot will form part of and be managed under the coastal engineering minor works framework — Southern England — 2017-2021 along with 2 other lots for general coastal works and beach management.
