Main features of the procedureKBR would like to establish a framework agreement for the procurement of service outfits, including service uniforms, parade uniforms, under clothing, uniform shoes and uniform effects. The contract shall ensure that KBR ́s personnel always have access to products that both visually and quality wise fulfil the functionality and performance requirements. The contract shall also ensure garments that contribute to employees representing the fire and rescue service in the at any given time required assignments. KBR currently has approx. 180 positions. The number of users who are obliged to use service outfits at KBR is estimated to approx. 90 persons. The framework agreement includes all of the product lines listed in the Annex Product and Price Form, but is not limited to them. The Contracting Authority shall have the possibility to order supplementary products within the same product category.

Anskaffelsesforskriften - The procurement will be made in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the public procurement regulations dated 12 August 2016 (FOA) parts I and part III. DescriptionUnder this award criteria, the contracting authority will assess the quality of the offered goods. The contracting authority has a separate user committee that will assess the suitability of the offered products in relation to the contracting authority ́s needs. Particular emphasis will be put on functional, technical and aesthetic properties of use. Tenderers who, after an overall assessment, are assessed as best on quality, will get an unweightd score of 10. Other tenders will be awarded points relatively to the best tender. Product samples shall be delivered to the Main Fire Station of KBR at Klynga 50, 4630 Kristiansand S. DescriptionUnder this point the Contracting Authority will carry out an overall assessment of the quality of the electronic system for ordering and account management. Particular emphasis will be put on the following points: - Clearness and user friendliness. - Possibility for mobile/tablet system - Possibility for notification of delivery (email/sms). - Universal design of user interface - User Administration - Possibilities for reporting possibilities -Security The tenderer ́s electronic ordering system is documented by technical and functional documentation of the ordering system. The contracting authority must, in addition to the evaluation of this criteria, get access to the test environment/demo, free of charge, from the tenderer. The tenderer who is assessed best in the electronic ordering system will get an unweight score of 10. Other tenders will be awarded points relatively to the best tender.

DescriptionThe contracting authority will emphasise whether the item is marked with the Swan Ecolabel or an equivalent environmental label type 1. Equivalent brand schemes are GOTS, Blå Engel, Bra Miljøval or EU Ecolabel. These marking schemes will be fully paid off in the evaluation, just like the Swan Ecolabel. Other labelling schemes will give a lower score, if the environmental labels are assessed as less relevant or comprehensive. For example, Fairtrade, Cotton Made in Africa (CMiA), Better Cotton Initiative (BCI), Økotex 100, ecologically labelled goods and Greenguard will give 25% value compared to the Swan Ecolabel. Økotex Made in Green gives 35% credit. Products where parts of the product are marked with the Swan Ecolabel or an equivalent environmental label type 1, will give 50% value. Tenderers who offer other brands will have the legal responsibility to document that their environmental label can be seen as equal/equivalent with the marks specified above. When calculation of points on this criteria, the score for the individual products will be multiplied by the estimated volume stated in column G in the Product and price form for the individual products.
