Other justification: Tidigare upphandlat avtal har upphört i förtid. Detta har medfört att det föreligger synnerlig brådska för SiS att upphandla ett temporärt avtal i avvaktan på genomförande av en ny upphandling. Den synnerliga brådskan gör att de allmänna tidsfristerna inte kan iakttas. Det är absolut nödvändigt för SiS att kunna nyttja larmenheter med tillhörande larmcentraltjänster vid utevistelser för att kunna skydda SiS medarbetares liv och hälsa. Uteblivna leveranser kan få allvarliga konsekvenser för SiS medarbetare som deltar vid utevistelser.
