Title: Servicios bancarios para permitir a los contribuyentes efectuar ingresos públicos a través de TPV físico, virtual y Bizum.
Description: La necesidad administrativa a satisfacer emana del ejercicio y cumplimiento de las competencias de la Dirección General de Tributos y Financiación Autonómica en relación con la dirección y coordinación de la gestión recaudatoria de los tributos y demás ingresos de naturaleza pública en el ámbito de la Comunidad de Castilla y León. La Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas, establece en su artículo 53.1. h) que cuando de una resolución administrativa, o de cualquier otra forma de finalización del procedimiento administrativo prevista en esta ley, nazca una obligación de pago derivada de una sanción pecuniaria, multa o cualquier otro derecho que haya de abonarse a la Hacienda pública, éste se efectuará preferentemente, salvo que se justifique la imposibilidad de hacerlo, utilizando alguno de los medios electrónicos siguientes: - Tarjeta de crédito y débito - Transferencia bancaria - Domiciliación bancaria - Cualesquiera otros que se autoricen por el órgano competente en materia de Hacienda Pública. Por su parte, el artículo 60 de la Ley 58/2003 de 17 de diciembre, General Tributaria, dispone que el pago de la deuda se efectuará en efectivo y por los medios y la forma en que se determinen reglamentariamente, siendo la normativa tributaria la encargada de regular que el pago pueda efectuarse utilizando técnicas y medios electrónicos, informáticos o telemáticos. La Orden HAC/612/2013, de 16 de julio, por la que se establecen los procedimientos de tramitación telemática de documentos de carácter tributario o recaudatorio gestionados por la Comunidad de Castilla y León y el procedimiento de presentación telemática de copias simples electrónicas, regula en su artículo 23 las modalidades de pago telemático.
